PAGE 31.Huron County staff on leave are let go, clerk resigns Council supports idea of 15 county councillors A press release issued by the County of Huron Tuesday morning stated that Chief Administrative Officer Larry Adams, Director of Finance and Deputy Chief Administrative Officer David Carey and Director of Human Resources Darcy Michaud are no longer employed by Huron County.This news came after the auditor’sreport, prepared by James Hoare ofHoare Dalton Litigation and Valuation Services of London, was presented to councillors at a closed session on Monday. Late last week Huron County Clerk Barb Wilson also abruptly resigned from her position as Huron County clerk on Sept. 5, after the regular meeting of Huron CountyCouncil.According to Huron CountyWarden Bernie MacLellan, Wilson requested a meeting with him and Acting Chief Administrative Officer Heather Adams which took place that afternoon. Wilson cited personal reasons for tendering her resignation. MacLellan said that having a clerk is a legal requirement and theprocess of hiring someone to fill theposition was scheduled to begin onMonday, Sept. 10 after council met and received the auditor’s report. In an interview with The Citizen shortly after Wilson’s resignation, MacLellan said he couldn’t say much, just that he was “surprised” at the turn of events. Wilson is the fourth member of Huron County’s senior managementteam to vacate her position since theend of May. On May 29 Adams and Carey were placed on non-disciplinary administrative leave after a special meeting of Huron County Council on the evening of May 29 and on Aug. 9 Michaud was also placed on non-disciplinary administrative leave. Continued from page 1 which he felt his system would do. “Don’t reduce numbers thinking it’s going to reduce costs,” Barnim told councillors, “because it’s not.” Barnim’s stance was supported by Cindy Moyer, Huron East resident and president of the Huron-Perth Landowners Association, who said she doesn’t feel she has a voice at her council table. “We don’t have an effect on what you do here,” Moyer said. “I want representation at all levels of government.” She called Barnim’s suggestion “a stroke of brilliance” and said she would support it. Moyer said she currently felt her rights were being infringed upon and under Barnim’s suggestion, that would change. “I see a level of government that is duplicating services that could be dealt with at a local level,” she said. Shawn Drennan, Ashfield- Colborne-Wawanosh (ACW) resident and outspoken wind turbine opponent, said that he was unsure of the process council had taken to get to its current point and said that shouldn’t be something that sneaks up on him. He said he should know what council is doing and why it’s doing what it does. “I know nothing of how we got to this point,” Drennan said. “Everything was dealt with in camera. “I’m totally in favour of taking a closer look at Councillor Barnim’s suggestion,” Drennan said. “I have no say here and I have no say at the ACW level either.” Central Huron resident and wind turbine opponent Dave Hemingway also spoke in favour of Barnim’s suggestion, saying that truth and transparency is something that is needed at various levels of government. Hemingway questioned councillors not declaring a conflict of interest on the Huron County official plan when it clearly dealt with wind turbines. He said six councillors who had previously declared conflicts of interest due to wind turbines voted on the official plan without declaring a conflict. He said that if council was to be reduced to nine members as the report on governance, prepared by consultant George Cuff suggested, 44 per cent of the councillors would have to declare a conflict on wind turbine issues. Hemingway was then warned by MacLellan about making his presentation about wind turbines. MacLellan said council was there to discuss the composition of Huron County Council, not wind turbines. COUNCILLORS’ COMMENTS Central Huron Mayor Jim Ginn commented first, saying that while the Cuff report suggested nine members, he felt the workload would be too large and anyone with a full-time job or a business of their own would be deterred from running for public office. “There have been times I’ve had to be away from my business,” Ginn said. “That’s fine, I made that decision. “If we go down to nine members, that means more meetings for the nine remaining. I’m concerned that we will have turned this into a job that a person with full-time employment won’t want to do,” he said, “and I don’t want to do that.” Huron East Deputy-Mayor Joe Steffler said he supported a composition of nine members, despite knowing that he would be voting himself out of a job. He also took issue with members of the public who said they felt they didn’t have a say at the council table. He said they did have a say every four years. “Every four years you have a chance for a report card. Get out there and vote us out,” Steffler said. “If we’re not doing a good job, tell us at election time and vote us out.” Goderich’s John Grace said he couldn’t see council going down to nine members, citing the events and conferences that councillors have to attend. “If we want councillors to represent the county outside of Huron County, we need 15 bodies here,” he said. Bluewater’s Tyler Hessel, the councillor who would lose his seat if the bylaw is approved, said that Bluewater deserves a third seat because the municipality “pays a fair chunk of taxes” and is the only municipality in Huron County that has been growing consistently over the last decade. Hessel said that a large amount of money was spent determining the original bylaw to be valid, and after that council has turned around and changed it, which didn’t make sense to him. Bluewater Mayor Bill Dowson agreed, saying that the bylaw has worked for 12 years and there was no reason to change it now. Central Huron Deputy-Mayor Dave Jewitt said he would support the move to 15 councillors, but that there should perhaps be further changes in the next 10-20 years down the road. ACW Reeve Ben Van Diepenbeek said that he supported the move to 15 and said that if council had followed the rules in the first place, they would have never ended up in this position. Goderich’s Deb Shewfelt said that Barnim’s theory came out of a study that had been done over 15 years ago. He said at the time he first heard of the study, he was convinced as well. He said those in Wellington County were also convinced and they implemented a similar system to the one Barnim suggested. However, they have since changed back, he said, because it didn’t work. “They found out two elections ago that it doesn’t work,” Shewfelt said. First and second reading of the bylaw was approved by a vote of 12- 4 with Grace, Steffler, Jewitt, Shewfelt, Ginn, MacLellan, Van Diepenbeek, Jim Dietrich, Paul Gowing, Grant Robertson, Art Versteeg and Neil Rintoul voting in support of the motion and Hessel, Dowson, Neil Vincent and Paul Klopp voting against it.
