Hemingway said “everyone has seen who has a conflict.” Hemingway’s presentation surrounded the municipality’s appeal of the Huron County Official Plan that was launched in January. There have been ongoing negotiations between the municipality, the Huron County Planning Department and representatives from the Ministry of Municipal Affairs and Housing that have been taking place behind closed doors. Hemingway suggested that the meetings should not be taking place behind closed doors, and furthermore that the Huron County Planning Department should not be involved whatsoever. Hemingway said he and the rest of the people in attendance at the meeting were concerned because they could not participate in the meeting process. By appealing the official plan, Hemingway said, the municipality took the right to appeal out of the hands of the residents and now, as the negotiation process goes on, it’s possible that the wording could be altered and the appeal could be dropped without any input from the public. Deputy-Mayor Dave Jewitt, who was chairing the meeting in the absence of Mayor Jim Ginn, who had declared a conflict of interest, said the intent behind the negotiations is to come to a wording of the Huron County Official Plan that the municipality is comfortable with, without incurring the cost of an Ontario Municipal Board (OMB) hearing. Jewitt said settling the issue without going to the OMB which could cost, according to councillors, hundreds of thousands of dollars, would be his “preferred option”. He also said that council’s top priority was transparency and communicating with the public. Lobb asked Hemingway how the municipality should proceed if the OMB appeal was to end up costing such a large amount of money. If it was to cost hundreds of thousands of dollars, Lobb asked, would Hemingway be prepared for that cost to be area-rated so that those who would be affected by the turbines would be saddled with the cost of the appeal? Hemingway said the meetings should be held in the open, so the public can have their say. When asked why the meetings have been closed to the public, Jewitt said that decision was made on recommendation from the Huron County Planning Department. Hemingway, along with outspoken wind turbine opponent and Ashfield- Colborne-Wawanosh resident Shawn Drennan, said the planning department should not be involved in the process according to the Municipal Act. Drennan said everything associated with the negotiations up to that point should be declared null and void because the planning department should never have been involved. Jewitt ended the delegation saying that council and staff would be looking into answers to Hemingway’s questions and they would get back to him. No official motion came out of the delegation.
