A wave of declining enrolment and facility closures are two factors which have left a larger-than-usual pool of secondary school teachers in job limbo this summer. As part of their collective agreement, secondary school teachers in the Avon Maitland District School Board (AMDSB) are entitled to prior notice if they will have their regular assignments reduced, possibly reduced or taken away all together, leaving them on the “recall list”. AMDSB communications manager Steve Howe said the board uses projected student numbers for the upcoming school year to determine the number of teaching spots likely needed for September. The board then gives teachers notice in the spring regarding what kind of regular assignment they will return to after the summer or whether they will be on the recall list. At their May 22 meeting, trustees approved a motion which saw 30secondary school teachers placed onthe recall list effective Sept. 1, 2012. Another eight teachers were declared possibly or partially redundant effective September as well. AMDSB superintendent of education, human resources, Jodie Baker said the number this year was higher than usual due to several factors. The most high-profile factor was the shutting down of the Bluewater Youth Centre in Goderich by the province in March, followed by the closure of the Wycliffe Booth House in Ilderton a few weeks later. Both facilities used AMDSB secondary school teachers. Baker added that fewer retirements and a wave of declining enrolment now entering the board’s high schools were additional factors. Howe said that the board’s staffing needs often change over the summer and into September due to factors such as additional retirements, resignations, medical leaves and additional students showing up inthe first week of school. The change in staffing needsusually means that most or all of the teachers start working again, henoted.
