Council members voted to utilize
reserves left from before
amalgamation in Huron East on
repairs to Seaforth’s Town Hall
building at the March 20 meeting.
All of the former wards kicked in
to the total starting from the “base”
of what the former Village of
Brussels had left in its pre-
amalgamation reserves.
The former ward with the lowest
amount left in pre-amalgamation
reserves was used as the “base” for
the project, which was Brussels with
just $3,750 left in pre-amalgamation
reserves.
Now that the decision has beenmade, Brussels is the only formerward of Huron East’s five withnothing left in that particular area of
the bank.
For years councillors have been
looking for ways to utilize the
reserves. However, as Huron East
Mayor Bernie MacLellan stated at
the meeting, with the restrictions set
up at amalgamation, it actually
became rather difficult to find a
project that met all of the criteria.
The project would have to serve the
original ward, not be a capital
project, it would have to be agreed
upon by both councillors and there
were several other conditions.
Brussels will contribute $3,750 to
the restoration of the town hallbuilding, a project that is estimatedto cost the municipality at least$500,000. The largest single
contributor will be Seaforth, which
will pay $133,713 into the project,
leaving the former town with
$21,561 left in pre-amalgamation
reserves.
Tuckersmith will contribute
$10,662, leaving the former
township with $183,990 in its
reserve. Grey will pay $7,353,
leaving $17,970 in its bank while
McKillop will pay $6,287, leaving
the former township with $89,294 in
pre-amalgamation reserves.
Huron East Mayor Bernie
MacLellan said that there was no
paperwork alluding to theaforementioned agreement, just thatit was a “gentlemen’s agreement”made at the time of amalgamation.
“We’re all in this together now,”
said Councillor Bill Siemon.
Clerk-Administrator Brad Knight
said that the vote on utilizing the
reserves would put councillors in
“an awkward position” because of
the way the municipal voting system
works versus the gentlemen’s
agreement that was technically
made, but is not recognized by any
sort of paperwork.
Knight said that according to the
gentlemen’s agreement, both
representatives of a former ward
would have to authorize the use of
the funds, but that if every memberof council voted in favour of thetown hall project and (for example)the two representatives from
Tuckersmith voted against it, it
would still pass, but the gentlemen’s
agreement will have been broken.
MacLellan, however, agreed with
Siemon, saying that Huron East is
now one amalgamated municipality
and it was time to start whittling
away at the reserves and getting all
of the former wards closer to zero.
“We are Huron East,” MacLellan
said. “We have come a long way
since amalgamation and we are
better off.”
Because Brussels was contributing
Huron East to utilize pre-amalgamation reserves
