were still working on 2003 levels.
“Because of the large gaps, we’re
now catching up to the cost of
living,” Martin said.
McGrath said he understood
Martin, but that he still found it
frustrating that another
organization’s budget can have such
a significant effect on the Huron
East budget, without having any
decision-making power.
“It certainly is a shock,” McGrath
said. “Our budget has gone up
$80,000 and we haven’t even
touched anything else.”
McGrath touched on discussions
that happened years ago when a
county-wide OPP contract was
being discussed by Huron County
Council. That proposal, however,
was shot down at the time.
Council thanked Martin for
coming to Seaforth for the meeting.

After months of debate and
research North Huron Township
Council has decided that the
headache of preparing for, allowing
and policing all-terrain vehicles
(ATVs) on township roadways is not
worthwhile.
A bylaw including everything that
would be necessary to allow the
vehicles on township roads was
presented to North Huron Council
during their Feb. 21 meeting and
they decided to turn it down.
The bylaw wasn’t what
councillors were expecting to see,
however, that seemed to have no
bearing on the final decisions.
Originally the bylaw was meant to
only address rural roads, effectively
only applying to the East Wawanosh
Ward. When the bylaw was
presented, however, it was for all
wards.
“I thought we were only looking at
East Wawanosh,” Councillor Ray
Hallahan said.
Hallahan had been the driving
force behind having the issue ruled
on by council. While not stating he
desired either outcome, he did want
council to research and discuss the
issue for ratepayers who had
addressed him.
“We have a hospital and schools in
Wingham,” Councillor Bernie
Bailey said. “Leave Wingham
Ward out, we don’t need ATVs
here.”
Councillor James Campbell
wanted East Wawanosh Ward left
out as well saying he had seen and
heard too many horror stories
regarding ATVs trespassing and
causing damage on farming land. He
also said that Ashfield-Colborne-
Wawanosh, a neighbouring
municipality, had recently repealed
their bylaw allowing ATVs
on municipal roads due to
the volume of complaints they
received.
A big issue that council faced was
how ATV users would be policed. As
it stands the policing systems in East
Wawanosh and Blyth don’t enforce
municipal bylaws, and, without a
bylaw control officer on-site, there
would be no one who could
stop people from abusing the ATV
bylaw.
A second issue, brought up by
Councillor Brock Vodden, was that
the bylaw called for ATV users to
stay on the shoulder of the roads.
Many roads in the area don’t have
proper shoulders or wouldn’t stand
up to the use of ATVs.
“It’s a huge liability,” Vodden said.
“If someone ever got into an
accident because the shoulder wasn’t
prepared or there simply wasn’t one,
we could face serious problems.
Most of our roads don’t have proper
shoulders and it would be a huge
cost for us to bring them to
standard.”
“The biggest problem I think we
face here is crops,” Campbell said,
agreeing with Vodden. “Farmers are
supposed to pull their crops down
those shoulders and they degrade.”
Another cost, as pointed out by
councillors, would be including
policing or preparing bylaw control
officers to look at the issue,
including outfitting them with new
ATVs.
Council, with the exception of
Hallahan agreed that they should
maintain the status quo and not
implement their own bylaw, leaving
the usage of ATVs to be
supervised by the Highway Traffic
Act and the Ministry of
Transportation.
Under that act, ATVs can be used
by farmers travelling between fields
and farms but other uses are
restricted.
