PARKS POSITIONS
Seasonal full-time student positions required for parks May to August
2012 in the Wingham Ward.
Duties include: park and facility maintenance and grass cutting.
Qualifications For Employment:
• 16 years of age of older
• Valid driver’s licence
• Must be able to work flexible hours, including evenings and weekends
• First Aid and CPR preferred
• Experience operating tractors and mowers an asset
• Experience or education in parks
management/horticultural/landscaping would be an asset.
DAYCAMP POSITIONS
The Township of North Huron Recreation Department is now accepting
résumés for Summer Student Daycamp Leaders/Supervisor positions
in Wingham and Blyth. We are looking for energetic, conscientious,
caring, and organized individuals to work at our daycamps that run in
July and August.
Duties include: Planning, implementing and supervising of summer
programs and special events; ensuring a safe and positive environment
for all participants with a fun atmosphere; demonstrating responsibility,
leadership and commitment to quality programming.
Qualifications For Employment:
• Current First Aid and CPR Certificate
• 16 years of age of older
• Experience with leadership of groups
• Experience in the organization and implementation of activities for
children and youth of various ages
• Good verbal and written communication skills
• Valid driver’s licence preferred
HORTICULTURAL SUMMER STUDENT POSITION
This position is for a student studying horticulture or related field or with
equivalent work experience. May to August 2012.
Duties Include: Park and trail maintenance, tree and shrub pruning, train
volunteers and staff on park maintenance, and development of
sustainable volunteer programs for parks, flowerbeds, tree inventory, etc.
Qualifications For Employment:
• University or College student studying Horticulture or related field
or equivalent work experience
• Valid driver’s licence
• Able to work flexible hours, including weekends and evenings
• First Aid and CPR
• Criminal Reference Check
• Provide own transportation to job location.
• Capable of manual labour
This is a 16 week position, 37.5 hours per week, $13.58 per hour.

All positions will require a Criminal Reference Check. Staff operating

Council hopes to pass the budget, at
the latest, during their second
regular meeting in March on March
19.
Specific concerns brought up
included the following:
• The allocation of income from
lands around the Richard W. LeVan
Airport being applied directly to the
airport budget instead of to the
town’s coffers as brought up by
Councillor Bernie Bailey.
• Administration costs being to
high through several different
sections of the budget as brought up
by Bailey.
• Funds not allocated to equipping
the park on County Road 4 as
brought up by Councillor Ray
Hallahan.
• The continued operation of the
concession stands at the Blyth and
Wingham community centres as
brought up by Bailey.
Councillors stated that while they
weren’t happy with increasing
spending, they found the budget
either necessary or reasonable,
however councillor Alma Conn
stated she wanted to see some major
changes in the near future.
“It makes me sick that people with
older, refinished home that they
bought inexpensively and then fixed
up are not being taxes accordingly,”
she said. “We need to have our
assessments brought up to date.”
White stated that council could
initiate new assessments on a case-
by-case basis, but Conn felt that
wasn’t right either.
“It’s not fair to do it as a one-off,
people will think we’re targetting
them,” she said. “It’s time we got
caught up with all the changes.”
Conn also suggested that they
look at taking the increase of
$120,000 in spending and spread it
across all households in the
township as a means of making the
increases more balanced.
Reeve Neil Vincent shared Conn’s
view of the need to have things
brought up to date.
“It all goes back to the Municipal
Property Assesment Corporation
(MPAC),” he said. “They simply
don’t have enough staff to do their
job in a timely manner. It takes a
year to finish a project and then
three to five years for them to get
out and inspect it.”
Vincent added that the system
doesn’t work for the township or for
people whose assessments are
behind as they can be charged for
back-taxes on the property for up to
four years.
Hallahan stated that the problem
was greater than just MPAC.
“Houses are being knocked down
all around me,” he said. “It’s a
disaster. Until we allow rural
severances, this is going to keep
happening and it’s going to hurt
taxes. No one who buys the land to
farm is going to keep the house and
pay taxes on it if they aren’t allowed
to sever it and sell it.”
Major expenditures planned for
2012 include the following:
• Council costs including benefits,
training, travel, contingency
expenses and honorariums which
are budgeted at $110,200, $243.68
less than the actual cost of 2011.
• Capital expenses for the Fire
Department of North Huron budget
totally $382,514 including a
pumper/tanker truck budgeted for,
but not purchased in 2011.
• Capital projects for the Roads
Department totalling $2,181,000
including $1,800,000 budgeted to
finish the Josephine Street
reconstruction.
• A roof repair at Blyth
Community Centre totalling
$110,000
All numbers are based on a draft
budget and may not reflect the final
budget passed by council.
