govern all of Huron East was given
its first and second readings at the
Jan. 17 meeting of council, meaning
that while it has been officially put
on the books, it has yet to be
approved.
Bylaw control officer Bruce
Brockelbank delivered his proposed
parking bylaw to Huron East Clerk-
Administrator Brad Knight just
before the holiday, telling Knight the
long-awaited parking bylaw was his
Christmas present.
Knight said that after the proposed
bylaw was given its first two
readings, it will be sent to Goderich
to be review by the courts.
Brockelbank said the bylaw was
essential for the municipality. Until
the new bylaw is enacted, the only
parking bylaw on the books for
Huron East is the old Town of
Seaforth parking bylaw that is only
in effect for Seaforth.
Brockelbank said the parking
bylaw will also comprise a trafficbylaw that will govern over heavytraffic detours throughout themunicipality and other such traffic
issues.
Councillors had several issues
with one key point of the parking
bylaw, however: the ticketing
process when a car has been parking
in a municipal parking space for
over two hours.
At a time when municipalities are
fighting for traffic in their downtown
cores, a parking bylaw could work
against some rural main streets,
Councillor David Blaney said.
Brockelbank, however, said that
most likely wouldn’t be the case.
Blaney said that in Brussels, for
example, there are many days that
the merchants parking on the street
are some of the only traffic the area
will get and he would hate to lost it.
“In Brussels on some days if it
wasn’t for the merchants, no one
would be parking and it would look
like hell,” Blaney said.
Blaney also addressed several
businesses that serve breakfast in the
morning to passing truck driverswho will leave their trucks idling forseveral minutes while they receivetheir order.
Brockelbank, however, alleviated
many concerns saying that his job as
a bylaw enforcement officer is
complaint-driven and that if no one
is complaining about something, it
will likely not be addressed.
“The only way I will be looking
into something is if I witnessed it or
if I had complaints from residents,”
Brockelbank said.
He said that if the businesses are
benefitting from the business the
traffic brings, they would be unlikely
to complain about it.
Brockelbank said the issues would
likely be someone chronically
parking in front of a business where
the merchant complained.
When asked about the possibility
of being challenged on a parking
ticket, Brockelbank said that in two
years of working with neighboring
municipality Central Huron, he had
only been challenged on one ticket.
“I only respond to complaints,”
Brockelbank said. “If owners don’tcomplain, if it’s standard practice,there’s likely not going to be anissue. If someone’s parked for two
hours and 10 minutes, there’s not
going to be an issue.”
Huron East Mayor Bernie
MacLellan said that if there areunintended consequences to thebylaw, it’s the municipality’s bylawthat council can change it whenever
it wants.
“We need to give it a run and see
where we end up,” MacLellan said.
A committee is in the works
for the ongoing planning
process involving the Brussels
Library.
It was decided at the Huron East
Council meeting on Jan. 17 that a
committee be formed to
keep council on top of what’s going
on with the library’s
ongoing renovation and expansion
plans.
The committee will consist of one
Grey Ward councillor (Dianne
Diehl), one Brussels Ward
councillor (David Blaney) a
representative from Morris-
Turnberry (Mayor Paul Gowing) and
several volunteers from the area as
well.
The committee will also include
Mayor Bernie MacLellan, whose
alternate will be Deputy-Mayor Joe
Steffler.
