That was the word from Bluewater Recycling Association President Francis Veilleux at Central Huron Council’s committee of the whole Tuesday, Dec. 10. There is a major discrepancy between collection and disposalrates in Central Huron. Where the service costs taxpayers about $55 per bin, disposal costs are up over $80. In addition, the price structure for waste disposal bins is out of sync with the true cost. Central Huron currently under-charges for the smallest size bin, with residents paying $80 as opposed to a $90 actual cost. Prices go up $80 for each subsequent size. The next larger sizebin is $160 while the largest is $240. Central Huron is the only municipality with these rates. Others have reduced cost for buying into larger bins. Restructuring this would perhaps allow residents to opt for mid-sized bins and recoup some cost. The BRA suggested some recommended minimum prices for waste bins at $100, $150 and $200 for small, medium and large respectively. Ninety per cent of householdshave only the smallest bin, so collection costs are more than the income generated. In addition to this, Central Huron is throwing out more garbage per household. However, Veilleux noted there are many households doubling up with their bins – sharing them with neighbours and skewing the figures for tonnages going to landfill. He added that composting and recycling more could reduce thosenumbers, though most recyclable material is already coming in through the blue bin program.
