North Huron to try mail-in voting next year
North Huron Township Council
has decided to try mail-in voting
alongside traditional voting as a
means to increase voter turnout for
the 2014 municipal election.
Councillor Ray Hallahan, during
North Huron’s Nov. 18 meeting,
stated he supported an additional
means of voting, not necessarily
mail-in votes, but said traditional
voting needs to be kept.
“A lot of people take pride in
being out to vote,” he said. “I’m not
saying anything against the younger
people.”
He stated the township, as well as
council members, should encourage
and educate people to come out and
vote when it’s time.
Reeve Neil Vincent had received
feedback from ratepayers with
regards to higher-technology voting
systems included internet and
telephone systems.
“I talked to 11 different people and
all of them liked the status quo on
being able to vote,” he said. “They
said they believed it was the only
way to have complete confidence
that people weren’t watching or able
to find out how they might have
voted.
“There is suspicion of internet or
telephone piracy,” he said.
Vincent also said there needs to be
contests in the voting system to get
people interested.
“You have to have a real issue... if
there isn’t a real issue or real contest
between certain people for that
position [it doesn’t] create the
interest,” he said. “Basically people
aren’t disinterested, but they want to
know that if they’re taking the time
to vote that it makes a difference as
to how they vote.”When questioned on his responseto the people who have concerns,
Vincent stated, in his opinion there
are people in the country who listen
in on phone calls for security’s sake,
taking stock of the words people use.
He stated if certain words are used in
a conversation, that conversation
will be heard for the protection of
the nation.
Councillor Archie MacGowan
wondered if it wouldn’t be prudent
to have some kind of feedback from
the community on the vote. He
wanted to survey to find out what
impediments ratepayers face when it
comes time to vote, however
Councillor Brock Vodden pointed
out there may be as much of a
problem getting answers to a survey
as there was getting people out to
vote.
Location may have been an issue
for some voters, according to
councillor Bernie Bailey who
pointed out the North Huron Wescast
Complex, which is located at the
edge of Wingham, was not an ideal
place to have the vote.
“We need to not have [the voting
booths] all the way out at the
Wescast Complex where there aren’t
any sidewalks to walk on to get
there,” he said.
Vincent pointed out that, when
running for office, it’s often best, as
a candidate, to offer rides to make
sure the people who want to vote are
getting to the polls.
“I always put that in my
campaign,” he said. “If they need a
ride scheduled, I always put my
phone number in my ads. I know that
some people don’t like asking for a
ride, but there are usually some
people that took me up on it.”
Deputy-Reeve David Riach felt
enumeration of voters would providethe boost in election numbers andhelp the township hit a 40 or 50 per
cent voter turnout. He stated by
performing an enumeration people
could be informed of the pending
election and it would raise general
awareness of the electoral process.
MacGowan moved that councilattempt a hybrid system and havetraditional and mail-in voting. Mail-
in voting, according to Chief
Administrative Officer Gary Long,
was found to be successful in
neighbouring communities
including Morris-Turnberry.
Council did note, before passingthe motion, that people not on thevoters list would still need to declare
themselves as voters either on the
day of the election or prior to. Not
being on the official voters list
would prevent them from being able
to mail in their ballot.
