THE CITIZEN, THURSDAY, NOVEMBER 21, 2013.North Huron looks to implement code of conductNorth Huron councillors arepreparing to implement a code ofconduct to keep themselves in linewith more than half of Ontariomunicipalities.Council discussed the issue during its Nov. 18 meeting, a meeting where Councillor Brock Vodden announced that, according to a speaker he had heard at a recent municipal conference, 58 per cent of municipalities have a code of con- duct, but all of them need one. That said, there were still some questions council had about the pro-posed document that will return tobe adopted by bylaw at a futuremeeting.Vodden, along with several othercouncil members, was concernedwith a $200 limit on gifts that arepresented to councillors due to themperforming their duties on council. These are gifts that would be given at events or from individuals that are deemed to, in no way, sway council- lors’ votes on any issue. The limit of $200 was based on other townships’ documents as were most of the other rules in the docu- ment that was prepared by Deputy- Clerk Kathy Adams. After a long discussion, councildecided that a $50 value would besufficient, though Reeve NeilVincent pointed out that could be anissue if meals council is given as partof attending events are valued higherthan that. Councillors Vodden and Bernie Bailey also had concerns with issues regarding terminology in the paper. Vodden was concerned with a part of the document that he felt would silence council members too much when dealing with issues that had already been dealt with by council. The rule, which states that once a motion is passed by council it shallbe up to each member of council tospeak of it in positive terms, cameacross as a means for council to beprevented from airing their issueswith bylaws and motions.It was pointed out, however, thatthis dealt only with issues that havebeen decided and that councillors are welcome to discuss issues they disagree with, as long as they sup- port council’s wishes as a whole. Bailey was uncomfortable with how the term influence is dealt with in the document, stating he felt that his practice of meeting with staff members to ask them how they are achieving their goals could be seen as trying to influence them. Chief Administrative Officer Gary Long pointed out that those meet- ings were a welcome opportunity for staff to update council on the issues. That said, he prefers discussion to happen in a public forum, however he didn’t see an issue with Bailey’s comments.Councillor Archie MacGowanalso pointed out that the use of theword pointed more to the fact that noindividual (or group) council mem-ber should be able to direct staffexcept by an action of council. “No councillor has the right,power or ability to direct a staff member,” MacGowan said. “That has to be done collectively by coun- cil... It must be a majority of coun- cil.” The document will be debated by council at a future meeting before being adopted as a bylaw. Deputy-Reeve David Riach stated that the document should not cause any problems for council members as it closely resembles the code of ethics that all council members have to follow. “This really shouldn’t impede any council members,” he said. “Everything here is covered in the code of ethics.” Continued from page 17 that’s not good faith.” Dekroon, however, said that in order to circumvent the “bad faith” argument, a public meeting could be held that would show good faith. She said that if council gathers public consultation at an open meet- ing and takes it into consideration, that shows good faith. Mayor Bernie MacLellan, howev- er, disagreed, saying that if the scope of the bylaw is simply wind turbines and not agricultural businesses or any other type of industry in the municipality, it would be written in bad faith. Marshall said that perhaps the bylaw could have been considered in 2010, but that it’s too late in the process to have that discussion.
