Against Turbines (HEAT) feel
Huron East Mayor Bernie
MacLellan is neglecting his duties
and not representing the ratepayers
of the municipality.
At Huron East Council’s Nov. 5
meeting, Gerry Ryan and Jean
Melady of HEAT made a lengthy
presentation in which they outlined
the numerous ways they felt council
has failed them when it comes to
wind turbine projects in the
municipality.
The pair’s presentation recounted
the many visits the group has made
to council meetings over the last four
years, telling councillors how
dedicated members of the group
have been to the issue.
Melady told councillors that they
could be accused of “willful
blindness” to the health and well-
being of their residents in regards to
wind turbines, which would make
them legally liable.
“In some ways there is no excuse
for not having done some of these
things,” Melady said after listing a
number of issues she felt council fell
short on, including the consultation
and appeal processes.
Melady called Huron East’s
“failure to do [its] due diligence” in
regards to the Environmental
Review Tribunal (ERT)
“extraordinary” saying that Huron’s
East’s submission during that
process was rife with errors and
omissions.
She also criticized the
municipality’s refusal to participatein the review, even as a non-liablerole, saying that the municipality
and council members should have
been willing to participate.
Melady also said that she and
HEAT resented negotiations she said
were taking place between wind
turbine companies and Huron East
Chief Administrative Officer Brad
Knight in regards to a vibrancy fund.
A vibrancy fund would pay the
municipality money both by the
kilowatt being produced every year
and by the kilometre of transmission
lines in the municipality. It was
proposed by NextEra Energy at a
meeting early in the process.
Melady said the “community”
wouldn’t support the acceptance of
money from the turbine companies,
saying that it would be viewed as
“blood money”.
During her presentation, which
went longer than her allotted time,
Melady instructed Mayor Bernie
MacLellan that she wished to not be
interrupted and that she would not
take questions during the
presentation, only at its end.
At the conclusion of the
presentation, MacLellan told
Melady that council decided not to
participate in the review from the
standpoint of potential health issues
related to wind turbines because
there is no documented proof of their
existence.
“There was no definitive answer
that council could rely on,”
MacLellan told Melady.
In regards to the vibrancy fund,
MacLellan fundamentally disagreed
with Melady and other HEAT
members, saying if there was anyopportunity for money to come intothe municipality, he felt an
obligation to at least investigate it
further.
He said that neither he, nor any
other councillors, know about
Knight doing any negotiating on
their part, saying that as far as he
was concerned, those negotiations
were not taking place.Council has not received anythingin writing from any of the companies
in terms of a vibrancy fund, he told
the group.
HEAT member Gerry Ryan
disagreed, however, saying that it
was a “fact” that Knight was
negotiating, despite what councillors
said.
“It’s happening, you just don’twant to tell us,” he said to thecouncillors.
When MacLellan attempted to end
the conversation, Ryan defiantly told
MacLellan “we will not leave” and
insisted that MacLellan answer
further questions from the group.
