The list includes, but is not limited
to, the following exotic animals:
• Marsupials (e.g. kangaroos)
• Non-human primates
• Non-cat felids
• Canines, except domesticated
dogs
• Skunks
• Mongooses
• Bears
• Certain snakes
• Raccoons
• Hyenas
• Elephants
• Venomous reptiles
• Bats
• Alligators and crocodiles
• Venomous arachnids
• Aardvarks
• Hedgehogs.
Some animals are only prohibited
in urban areas such as horses, with
the exception noted above, goats,
sheep, pigs, cattle, ostriches, rheas,
cassowaries, eagles, hawks and owls.
The list also previously included
some animals council felt it wasn’t
necessary to outlaw for logistics
purposes including whales.
To be grandfathered in, the
animals need to have been on a
Morris-Turnberry property prior to
the passing of the bylaw on Nov. 5.
Beyond that, the premise will also
need to be inspected by an animal
control officer (Bob Trick is the
current officer and also the author of
this bylaw) to confirm the animal is
kept properly, report the
grandfathered animal to council and
fill out a form for the municipality’s
records. A list of prohibited
animals will be kept by the
Administrator Clerk-Treasurer
Nancy Michie.
No new prohibited animals will be
allowed into the municipality.
The bylaw also updated the fee
structure (Schedule “B”) for animal
licences. Males and spayed female
dogs cost $20 to license the first and
$30 for each after that. Non-spayed
females cost the same, however they
are listed separately.
Vicious dogs, including, but not
limited to pit bulls, pit bull crosses
and Staffordshire terriers will cost
$100 for the first licencing and $110
for each after that.
A late penalty of $20 will be
applied to anyone who hasn’t
renewed their dog licences on or
before May 15.
Kennel licences cost $85 and
prohibited animal applications cost
$85.
A fine structure (Schedule “C”)
was also established for those found
to run afoul of the bylaw.
Failure to keep within the limit of
animals will result in a $125 fine as
will failure to keep a legal number of
dogs, rats or mice.
Fines of $125 will also be applied
to pet owners who fail to license
dogs, use tags for dogs other than the
ones they were issued for, failure to
provide microchip information,
failure to enclose or post beware of
vicious dog signs, failure to lock
vicious dog cages or failure to leash
or muzzle vicious dogs.
A $200 fine will be applied to
people who fail to license pit bulls
or pet owners whose prohibited
animals end up at large.

Councillor David Baker made the
motion to adopt the bylaw as it was
written and it was seconded by
councillor Neil Warwick.
“I supported this before and I
support it now as it is written,” he
said.
