Central Huron councillors are choosing to back a ratepayer’s vision for a surplus dwelling application that will soon appear before Huron County councillors. In appearing before Central Huron’s Oct. 8 committee of the whole session, Planner Monica Walker-Bolton reports that, as directed by council, she has spoken to the property owner, GeorgeHubbard, with regard to hisapplication that will see more than the usual amount of land, at 8.6 acres (3.5 hectares) transferred along with a surplus dwelling in severance request. At an earlier council session, Walker-Bolton reported that while she endorses the application, the county is asking for a smaller transfer of land in order to ensure the severance request is in line with the Provincial Policy Statement, whichguides lower tiers on planningmatters. Walker-Bolton told councillors her conversation with the landowner revealed he did not favour the planner’s altered application, which would see less land transferred, and instead prefers to go the disputed consent route, leaving the final decision on the application in the hands of county councillors. Councillor Brian Barnim said the preferred route would be to presentHubbard’s original request to thecounty for consideration. Walker-Bolton noted she is guided by planning principles, but added the property owner is aware that, ultimately, his application might be granted with the frames of reference set out by the planning department, meaning the transfer of a smaller parcel of land. She noted the property owner wants to transfer more than the usual amount of land in the severance application becausethe prospective homeowners ownhorses. While councillors chose to back Hubbard’s original application, Mayor Jim Ginn successfully pitched a condition that will see the lot line fall on one side of the watercourse since Hubbard’s original proposal had the lot line as the boundary, which is a practice Conservation Authorities do not favour.
