prepared by the Western Ontario
Wardens’ Caucus (WOWC) received
mixed reviews when it was
presented to Huron County Council
at its Sept. 11 committee of the
whole meeting.

Thurston and WOWC consultant
Campbell Patterson, the study
concerned some councillors who
felt local internet service providers
might get lost in the shuffle as the
plan goes forward.
Patterson presented several plans,
as part of the study, that detailed
how connectivity could be improved
throughout western Ontario. Of the
four models, councillors seemed to
favour the “Iowa” model, which
brought in existing independent
providers to help improve the
broadband quality.
North Huron Reeve Neil Vincent
said that Huron County is rich in
broadband technology and it would
be a shame if local independentcompanies were to be left out of thisgiant leap forward.“They’ve been part of the county
for years,” Vincent said.
Bluewater’s Paul Klopp was very
skeptical of the plan, saying that he
is on the Board of Directors for a
local provider and keeping the
control local has been one of the
main reasons for its success over the
years.
He said that if it was up to him, he
would call his local Member of
Parliament and tell him to “not
waste the money” on the project.
Klopp said he was concerned
about the WOWC and local counties
and municipalities taking broadband
on as an essential service, as the
study had labelled it, like roads and
water.
“Wardens have enough jobs to
do,” Klopp said.
He said that by the study’s own
map, it looked as though Huron
County already had excellent
broadband coverage and that the
project would be $16 million of
taxpayers’ dollars that didn’t
necessarily need to be spent.Patterson said he understoodKlopp’s trepidation, but defendedthe report, saying he was asked to
look at several different scenarios,
whether they “worked” or not.
Klopp said that after talking with
several providers, it was his
understanding that in five years,
they expect to be in the same
position as the study, with a five-
year window of implementation,
does.
Goderich’s Deb Shewfelt,
however, applauded the study,
saying that it, alongside local
internet providers, would be a great
value to the county going forward.
“I think we have to think globally
on this. It takes a bit of trust, but I
think it can be worked out,”
Shewfelt said. “If you want to be a
big player, you have to think
globally.”
Shewfelt added that Huron
County’s current providers are
innovative, big players in the world
of broadband, and they deserve to be
involved in any project in Huron
County.
