The bylaw, which applies only to banners hanging across roads, really only applies to Wingham as it currently is the only location in North Huron with approved hardware to hang banners, however Deputy-Reeve David Riach pushed to have the bylaw cover the entiretyof the municipality for futureconsiderations.“The proposed bylaw would only apply to Wingham because Wingham is the only place where there are banner poles,” Deputy- Clerk Kathy Adams said when Riach asked about the scope of the bylaw. Riach however said plans had been discussed to have similar poles installed in Blyth by the Blyth Business Improvement Association(BIA).“The banner poles have beendiscussed in Blyth and, because of that, I think it’s only prudent to have the policy applied to all of North Huron for when the poles are available,” he said. Councillors Archie MacGowan and Ray Hallahan, who had moved to adopt the bylaw, accepted Riach’s suggestion as a friendly amendment before it was approved unanimously. The bylaw states, other than theWingham and Blyth BIAs, only non-profit organizations will be allowedto hang banners. The banners can be no taller than four feet tall and 20 feet long and must be made of mesh screen. Only banners approved by the township and found to be in good condition by the Public Works Department will be viable. Banners can be placed as early as two weeks before an event and must be removed as soon as possibleafterwards and the cost of hangingand taking down the banners is theresponsibility of the group. Failure to remove a banner will result in a $500 fee. The municipality will schedule which banners are permitted when. Booking a spot on the schedule must be preceeded by a request in writing and will be handled on a first-come, first-served basis.
