After several Huron East councillors had concern over the enforcement of Huron County’s tree bylaw, Forest Conservation Officer Dave Pullen appeared before council to explain the bylaw, its enforcement and why it’s needed in the county. Pullen told councillors that the best part of his job is outreach and education in the county. He says he loves meeting farmers and teaching them how proper stewardship can help their crops, as well as all of the county. In addition, he also attempts to spread the word that if managed properly, woodlots can be a profitable cash crop. Pullen told councillors that because of the relatively low amount of maintenance and no input costs, a well-managed woodlot can result inprofits for farmers. However, whenland prices are high, as they are rightnow, Pullen says it can be tough selling farmers on woodlots and their profitability. With most of the county’s forest cover sitting north of Highway 8, Pullen gave councillors an update on the municipality’s amount of forest cover. He said that forest cover in the Grey Ward is approximately 16 per cent, which is about the average for Huron County. In McKillop, however, it is around seven per cent, which is on par with the ward’s neighbouring municipality, Perth County. Perth County, Pullen said, has the lowest amount of forest cover of any area that has a tree bylaw. Tuckersmith, he added, currently sits at around 10 per cent forest cover.Pullen cited the Dust Bowl yearsin the United States as a goodexample of what can go wrong if good agricultural practices are not followed. He said that if there aren’t enough trees in Huron County, water quality will be compromised and erosion will threaten soil. Councillors were concerned about Pullen’s enforcement, asking when he responds to calls of people cutting down trees and what he looks for when he arrives at the scene of a cut. Pullen says that it’s imperative that proper forestry management practices are used when harvesting trees, which is why the county is instituting a new grant that’s available to those cutting down trees, but using proper forestry practices. It helps to subsidize costs associated with bringing in thoseprofessionals.Councillor Alvin McLellan saidhe was concerned about the enforcement and how it comes about. He said that with neighbours and adjacent landowners reporting potential infractions, it can often come down to who’s better liked in the community. Pullen said that can be an unfortunate reality with such a system, but it is still the best way of reporting we have. North Huron resident Terry Brake was also scheduled to appear as a delegation, but eventually forfeited his time before council after having some of his questions answered by Pullen. Brake, a North Huron resident with no ties to Huron East, was warned by meeting chair Deputy- Mayor Joe Steffler againstdiscussing any personal situationsbefore council. Steffler told Brakethat he was appearing before Huron East Council to discuss the bylaw, not to put Pullen on the spot. Brake was concerned about the cost associated with bringing in a professional to mark a bush. He said that process could cost as much as $600, depending on the size of the bush, and it was unfair for people like him to bear the brunt of that cost. That’s where, Pullen said, the new grant being implemented by the county comes in, which offers compensation for those willing to use good forestry practices. Steffler thanked Pullen for the presentation, saying it was one of the most informative and enlightening in his time on council.
