A group of concerned internet providers was concerned they were getting squeezed out of area broadband projects, so they aired their concerns to Huron County Council at council’s June 12 Committee of the Whole meeting. Glenn Grubb, general manager at HuronTel, Angela Schneider, general manager at Hay Communications and Rob Van Aaken, general manager of Tuckersmith Communications told council they were concerned that the Western Ontario Warden’s Caucus (WOWC) was cutting out local internet providers with its rural broadband feasibility study. The caucus began reaching out to local residents earlier this year through the survey, looking for information on current broadband services in an attempt to find out where improvements were needed and where local providers were excelling. Grubb said that through discussions with other local internet providers, he began wondering exactly what was behind the study, fearing that some of Canada’s largest internet providers were going to be brought in. Grubb told councillors that over the years, the independent providershad worked tirelessly to build the infrastructure to deploy broadband throughout Huron County. He said that over the last five years, providers have invested over $50,000,000 in broadband infrastructure throughout the county. That investment, he said, has resulted in over 50 per cent of Huron County’s population having access to an “ultra broadband” connection. He added that the providers do not plan to stop there, and that investment will continue in the future. Grubb also highlighted some of the independent providers’ more high profile customers, saying that these businesses and establishments couldn’t function on a day-to-day basis without the internet service being consistently provided. Those customers include the County of Huron and all of its lower tier municipalities, both the Avon Maitland District School Board and the Huron-Perth Catholic District School Board, the Huron-Perth Healthcare Alliance, Wescast Industries, Sparling’s Propane, Huron Tractor, United Community Credit Union and Hensall Co-op, among others. The group’s concerns, as laid out by a powerpoint presentation, are “that the WOWC’s intent is to overlap or leverage our existingnetworks, undermining our existing customer base and threatening our continued rural build out” as well as “that the WOWC may also view Huron County as well served and undeserving of equitable infrastructure funding.” Grubb told councillors that local providers make their money in the Huron County community and therefore they spend and re-invest that money back into the community. Huron East’s Bernie MacLellan said that Grubb’s concerns couldn’t be further from the truth and that the caucus was working to help improve the timeline to implement better broadband throughout underserviced areas of Huron County. MacLellan told Grubb that the intent of the caucus was to try and secure funds to help local providers speed up the infrastructure process. For example, he said, if it was going to take between five and seven years to build more broadband infrastructure, the caucus wanted to try to secure funding that could possibly cut that time down to two years. MacLellan said, however, that the caucus was waiting on a report that is over a month late, so he’s still not sure where the funding request sits. He added that the caucus had nointention of not supporting the local internet providers. In fact, he said, many councillors were surprised to hear just how connected Huron County is. Grubb, as part of his presentation, shone a light on Stratford, which has been honoured as a leading “intelligent community” due to its broadband connectivity. Grubb told councillors that Huron County is “far more” connected than Stratford and local providers need council’s help to try and advertise that fact. Howick’s Art Versteeg said there was one aspect of the presentation that stuck with him. After hearing so much about Stratford’s connectivity,he said, he was surprised to hear that his own home Huron County is better connected than Stratford. Goderich Mayor Deb Shewfelt said he was also surprised to know the extent of Huron County’s connectivity. He called the presentation “very enlightening” adding that council could be doing a lot more to advertise the county’s connectivity to the rest of the province. North Huron’s Neil Vincent called Huron County’s independent internet providers “trailblazers” praising them for the work they’ve done throughout the county.
