There is one Central Huron councillor that is not planning to abide by a newly-written code of conduct for councillors, which mirrors the one in place at the county level. “I have lots of questions,” said Councillor Brian Barnim at Central Huron Council’s June 4 meeting. “It seems to me that this should have been more of a draft.” Barnim also took issue with someof the things “missing” from thedocument in comparison to thecounty one, like a policy with regard to “gifts” and an informal process wherein councillors first address a complaint with a fellow councillor before it moves on to the next level, which involves an investigation by an integrity commissioner. Chief Administrative Officer Peggy Van Mierlo-West noted the unofficial process was taken out to avoid the potentially uncomfortablesituation of forcing a group ofcouncillors to act as the judge for apeer. “There are a lot of problems with it,” said Barnim. “This is a gag order. I will not sign it.” Mayor Jim Ginn countered that the code of conduct makes sense, especially in light of the findings of consultant George Cuff’s report issued to county council last year. “It is brought here. We do not have to pass it tonight,” said Ginn. “I dowant to have this discussion.”While Van Mierlo-West suggestedthe document could be further discussed as part of Central Huron’s Strategic Planning meetings, Councillor Burkhard Metzger said it makes sense to move forward as quickly as possible. “I agree we should have some sort of discussion about it,” he said. Metzger said the document itself is “refreshingly short,” and that he doubts the public would use it as aweapon against council.“I hope the majority will be outthere to support us,” he said. “In my eyes, it should be passed sooner rather than later.” Councillors agreed to discuss the issue at a later session, though Barnim noted he did not remember allocating money in the budget for an integrity commissioner. The CAO said a commissioner’s investigation would cost about $1,000.
