Animal control bylaw returns for third revision

Morris-Turnberry Council
reviewed the second draft of their
animal control bylaw during their
April 16 meeting and decided to
send it back for further revisions.
The original draft was deemed
unfit to be implemented because of
several issues regarding agricultural
animals.
This newest edition ran into a
different problem with councillors
feeling it was too heavy handed in
several areas.
The first problem that was
discussed was kennels.
Kennels, under the bylaw, would
be the envy of people with cottages
in Northern Ontario according to
councillor David Baker.
Baker explained that requiring
kennels to have hot and cold running
water, electrical lighting and proper
drainage was overkill in his mind.
While it was explained to Baker that
these stipulations would really only
apply to kennels or dog houses used
for pets or breeding, he still felt it
was ridiculous.
"I have a lot of friends in Northern
Ontario who don't have hot and cold
running water in their homes," he
said. "Now we're saying you have to
have hot and cold water, a heating
system and lighting. I think that's
pretty ridiculous. I can have 50 or
1,000 cattle in my barn and not meet
any of these. I think we're kind of
pushing what a kennel is."
Baker was concerned about the
kennels as, in the words of the
bylaw, anyone with more than three
animals that weren't used for
specific agricultural purposes would
find themselves having to buy a these animals and they're trained

bylaw would outlaw animals like
snakes, rodents, and nearly
everything but cats, dogs and
goldfish, they were under the
impression that a letter to council, as
well as an inspection beforehand,
could provide someone with the
right to own one of the animals with
council's approval.
The bylaw, however, was written
to state this wasn't the fact and that
the letter would be required for
anyone grandfathered in, making it
difficult for people who live in
Morris-Turnberry to obtain these
pets and also making Morris-
Tumberry less of an attractive place
for unique pet owners to move.
"I think that the animals can be
allowed provided they have the
proper environment and provide the
proper form and documentation with
the municipality," Deputy -Mayor
Jason Breckenridge said. "Basically,
with this, we're prohibiting nearly
everything but a couple of dogs or
cats and that's not my sense of what
the bylaw should be."
Several council members agreed,
including Councillor Neil Warwick.
"I think the bylaw is pretty
sweeping as well, probably too
sweeping," he said. "If someone
shows they are capable of caring for
allow in the bylaw, the more difficult
it is to police. He also echoed his
comments from an earlier meeting
that exotic animals can live for a
very long time and not all pet owners
are ready for that responsibility,
especially younger ones.
Council also discussed changes in
licensing fees and kennel fees before
deciding to send the bylaw back to
Trick for a third revision to address
the issues.
Campbell marks 90th birthday
A milestone
Adeline Campbell celebrated her 90th birthday on Saturday

friends and family members who all came out to celebrate

Adeline Campbell celebrated her
90th birthday on April 20 at the
Blyth United Church.
Adeline, daughter of William J.
and Mabel Elizabeth Cardiff (nee
Bruce), was born on April 5,
1923 and attended S.S. No.
3 in Grey Township and the
Brussels Continuation School
before marrying Harold Alexander
Campbell on May 27, 1939.
They had four children, William
J., Dwight, Nancy and Frances.
While raising her children, Adeline
served as a homemaker and a
dressmaker.
Campbell was a member of both
the Brussels and Blyth United
Churches and their choirs, and a
member of the Order of the Eastern
Star.
Special guests of the celebration
included her best friend of 87 years
Doris Cowan, wife of George, as
well as 10 of her 13 grandchildren
including three from Nova Scotia
and 17 great-grandchildren from the
surrounding area.
Among those in attendance were
Grant Campbell and his wife,
Elaine and daughter Jessie,
Charlene Carpentier and Sharon
Campbell, and Lorie Fischer
and her daughter Kayla from
Colorado.
