He suggested that North Huron support an endeavour to change the system during North Huron’s April 2 meeting. Recently Huron County switched from eight ambulances to six ambulances and four rapid-response vehicles which are half-tonne pickup trucks used by single paramedics to get to emergency calls quicker and allow them to stabilize individuals needing assistance. “We have first response in North Huron with our fire department which is duplicating the services provided by the [rapid-response units],” he said. “I wonder why we’re paying money for the first response from both.” He went on to say that he doesn’t understand why Huron County is sending trucks, when paramedics then have to wait for an ambulance to show up anyway. Reeve Neil Vincent, North Huron’s sole representative on Huron County Council, explained the issue from his standpoint. “Having one paramedic in the vehicle has cut response times most of the time,” he said. “Not completely all the time, but most of the time.” He explained that the directive was given by the province to reduce response time and most people don’t realize that, even if the paramedic is on scene within seconds of an accident, it takes time for them to be able to move someone. “I know this from experience,” Vincent explained. “We had a guest stop in who was having health problems and the ambulance, after it arrived, was in our yard a good 12- 14 minutes before they left. A lot of times, with the rapid response vehicles... they can average a six- to 10-minute lead on an ambulance arriving, so if an ambulance isn’t necessary, they can radio back and call it off.” Bailey, however, said that the complaints he received are coming from ground zero when it comes to the ambulances. “On behalf of all the ambulance drivers I’ve spoken to, I move that North Huron support having a minimum of eight full ambulances,” he said. Deputy-Reeve David Riach seconded the motion for discussion purposes, asking if a study had been done to show whether the rapid response vehicles have reduced response time. At the time, no one could answer him. Bailey continued to press the issue, stating that the Fire Department of North Huron’s first response training and response times were equal, if not superior to, the rapid response units, and that in true emergencies, a real ambulance is necessary, not another person duplicating the first response NH’s Bailey questions EMS service Continued on page 24
