In addition to some other cuts, the
department’s budget was scheduled
to be down $220,000 from
expectations.
Similarly, the EMS budget had
two major changes with resulted in a
decrease of $179,000.
Rennick also said that a
contribution to the tax stabilization
fund in the amount of $200,000 was
also removed from early drafts of
the budget. She said it was her hope
that the additional funds in
the general levy would help to offset
the county’s loss in the latest round
of money from the Ontario
Municipal Partnership Fund
(OMPF).
She said that as the OMPF
funding decreases over the next four
years, that will be an ongoing
concern in future budgets, as well as
the 2013 budget.
Goderich Mayor Deb Shewfeltwas concerned about the level ofreserves the county is accumulating.He said that when the county was
running on a surplus in 2011, that
money should be infused back into
the budget, because after all, it is the
residents’ money.
“I would like to know where the
surplus sits,” Shewfelt said,
“because that’s money you take
from people that you never spend.
That’s not right.”
Shewfelt said that if there is a
substantial surplus, the money
should be used to get the tax
increase down, perhaps as low as
two per cent.
Central Huron Mayor Jim Ginn
agreed with Shewfelt, saying that
council should receive a report on
each year’s surplus before a decision
on the tax levy increase can be
made.
Bluewater’s Bill Dowson,
however, was cautious about
squandering a surplus because you
never know what’s around thecorner.Dowson said he was on council for the years of tax increases
above 20 per cent and added
that council has come back a long
way from those days to a place
where “decent” reserves are set
aside.
He said the county first got into
such a mess where they had to
increase taxes so much in a short
amount of time because of a lack of
reserves, and he didn’t want all that
good work undone.
Shewfelt, however, said that if
there is a substantial amount of a
surplus, that perhaps it should be
put into economic development as
well.

Brenda Orchard said that she and the
rest of staff would compile a report
and bring it forward when the
second draft of the budget
is scheduled to be presented to
council.
