States trying to do with the St. Law-
rence Seaway?

freighter from sailing from Montreal
to Tbronto. Reason prevailed, even
though no ship ever was subjected to
such a thorotigli going-over in Mont-
real harbor before she was cleared for
transit.
But that wasn't all. When the Mit-
churinsk reached the first lock under
United States administration, near
Massena� she was held up for another
four and -a half hours of red -taped
scrutlny� after all that had gone before.
Somehow, we have a feeling this
sort of nonsense is not going to help a
bit efthet at making ftlends or influinc-
ing people. Or is that an un-American
thought?
Such thoughts are bound to spread
in Canada, however, if Washington
bends to the pressures of seaboard ports
and railways to triple the fee now exist.

We don't feel quite -as pessimistic
