hart, Stratford, general man-
ager of Mid-West Development
Association, made • a strong
presentation to county • council
On the subject of membership
in the association, ,"which is
really yours," he Said, "and
should be ;thought of as such."
The county has not been a
member for a couple of years.
The association serves Welling-
ton, Waterloo; Huron and. Perth.
"it is important that we at
the local level maintain our
autonomy," Mr. Urquhart said.
"SoMetimes- legislation is pass-
ed that we do not 'a'gree with,
and we' :are struck with it and
have to make it work.
"Future development, at the
way it is going now, will end
up in Toronto, Montreal and
Hamilton. All of our .services
and much of our taxes are be-
ing used to help the larger
area, and it is time something
was done to offset this. I think
legifslation can be passed that
will enable the outlying...areas
to develop. As of now, you
are lucky . to get new indus'tr'y,
luckier to hang onto it.
The municipalities shoUld grow,
within their capacity; and they
are not at present.
"The money from the govern-
ment comes from you, too," so
you are really paying 'three
times.
"If you want this association,
and want it to work, it is en-
tirely in your hands. If this
does not come about, it could
be taken over .as a government
department, and this would be
the worst thing, and would
not be associated with an assoc-
iation on that 'basis. You would
have people saying 'This is good
for your area' whether you
wanted it or not. We can get
action at provincial and feder-
al levels if you help us to go
,9 head."
The Matter was referred to
the finance and executive com-
mittee.

iyks. Howard watches the birds coming to it for food and

1-ter eyesight is dint and her hearing not what it used to be,
but she still manages to read a little, especially the Clinton
News-Record which she covers from front to back. She occasion-,
ally looks over a magazine or a story.
Mrs. Howard's accident did not fold her hands, Always a
needlewornan, she still does some knitting, crocheting and
sewing. Her daughters give her whatever they think she
would enjoy doing, to pass the time.
"Aunt Ellen" has had a very full and satisfying life in every
way. She has raised eight children, seen her grandchildren
grow up and now her great-gralidchildren (some of them are in
their 'teens).
One of her pleasures is to receive letters from friends and
relatives, and especially those wonderful ones from "Uncle
Wellie", (Mr. Wellington Johnston, Nekoma, N.D.) who is in
his 99th year.
"Happy days, dear Mrs. Howard!"
And thinking of Mrs. Howard watching the birds, brings
Lucy back to her own view of bird activities. Recent guests at
"The Hut" missed the colourfel plumage of blue jays and cardin-
als flashing against the snowy background, when they returned
to the city.
In the recent cold wave, the feeding station has been a very,
busy spot with a flock of starlings crowding in !and around it;
too, "Mr." bangs the porch door to frighten them off.
After viewing the scene froth the ridge-board on the barn
and neighbour's trees, they'd come back again when all .appearbd
clear. Evidently, they kept an eye on the house, too, for as soon
as Lucy's spouse. would arise from his chair, they'd all fly off
Until he sat down again. This went on all one afternoon.
Then a lady cardinal showed her fighting spirit when
she drove off two or three starlings and a blue jay. The little
juncos, sparrows and chickadees flitted in and out, around and
back again without ,arol4sing her ire. art sometimes, takes a
woman to straighten matters out.) But then the big boss car-
dinal arrived and the lady withdrew meekly. Her lord and mas-
ter came first!
One day the cardinals, male and female, :a blue jay, and
smaller birds all crowded into the feeder together. One might
have thought they were seeking 'shelter from the cold wind,
But Lucy noted one or two of the birds looking out the port
holes, apprehensively at times.. She suspects that a haft which
Was so bold as to perch on her neighbour's gas'-tank on Sunday
morning for a few minutes, was the cause of their sudden
'kindred feeling. ,
On Monday last week, "Mr." spied a new arrival 'at the
feeding station—one never seen there before—a flicker! He
wasn't feeding---just sitting in it looking out on this snowy old
'world.
Mm, J. E. Hoawrd reports an arctic tree sparrow without
a tail and a junco with a white tail and two pair of purple
finches coming to her feeder, Mrs. R. B. Johnston saw a robin
at her place a , week ago. .
New birds noted at his feeder last week by H. H. Ormond
were five arctic tree sparrows, a Downie woodpecker and a gold
finch. Two pair of whitebreasted nut hatches pay regular visits
'to' 3. E. Hovey's feeding station. )They have also been calling
at the J. MacKenzie feeder, and one day Mr, and Mrs. Mac-
Kenzie identified a pair of rose-breasted nut hatches.
In one of Lucy's "Ramblings" she gave Mrs. J. E. Howard's
description of a strange bird which she had been unable to
identify. (It had also been seen and described by Mrs. R. B.
Johnston and Mrs. J. Sturgeon, Jr.).
At a meeting of naturalists in Brantford, !following a bird
count in that area, the description was read out by Miss Carrie
Dixon who asked if anyone might be able to identify the bird.
One man spoke up and said definitely that it was a Western
Tanger. This bird when found on rare occasions in the East,
does not have the brilliant red colour about the head as iv.. its
native habitat, he explained. He also stated ,that one had been
seen at Port Credit several years ago, 'but he had heard of no
others since that time. He was pleased to learn that one had
been seen in Bayfield.
