GENTLEMEN:
I have audited the accounts and records of the Corpora-
tion of the Township of Hullett for the year ended December
31, 1963 and have prepared. therefrom the statements listed
in the Index of this report.
OPERATIONS
The operations for the year resulted in a surplus of
$338.12 compared with a deficit of $7,388.89 for the year
ended December 31, 1962.
Presented herewith is a condensed, comparative State-
ment of Revenue and Expenditure for the three years ended
December 31, 1963, 1962, and 1961.

lee, London, for ten days. Mr.
and Mrs. Harold Holman and

lee motored to the village with
their aunt.
Deep regret was felt here
when it was learned that 'Wil-
liam L. Metclaife had died sud-
denly at his home in Montreal
on Monday morning.
Mrs. David. Dewar returned
home. on Tuesday after having
visited her daughter, Mrs. Ern-
est Rehn, Grosse Pointe Farms,
Mich.

Hespeler hockey fans showed
their appreeintion by forming
a parade to greet the winners
when they returned home about
1:00 a.m. Headed by the police
cruiser, fire engine, the junior
pipe band and 25 cars, they
were taken up the street to the
post office and 'then back to
the arena for hot dogs and cof-
fee.

The results of operations of the school boards were as
follows for the year ended December 31, 1963:

GENERAL
There appears to be no authority for a Municipality to
make loans to individuals for Tile Drainage.
The taxes receivable were not balanced as at December
31, 1963.
Debenture debt charges in the amount of $591.84 were
paid •for by the Township, but not shown as additions on the
Tax Collector's roll in 1963.
Taxes were not charged to the Bell Telephone Company
for public school tax rates on lines that the Clerk Treasurer
did not know what schools to which they were applicable. '
Fidelity Bonds have been examined for only those
Treasurers of the School Boards that are listed on schedule
No. 20; and therefore, it is presumed that the remaining
Treasurers are not Bonded.
The Bank Loan• appears to 'be in excess of the amount
allowed by the Municipal Act,
The 1962 Deficit was not included in the 1963 Budget
as required by the Municipal Act.
There are many sundry accounts receivable for grader
charges and materials sold by the Township, some accounts
dating back to 1961 that have not been collected. Where
possible, these accounts should be added to the Collector's
Roll; 'and if this is not possible, then an effort should be
made to collect them directly.
AUDITOR'S OPINION
'Subject to the following qualifications, I hereby report
that in my opinion,
(1) The financial transactions which have come under
my notice have been within the powers of the Municipality.
(2) The Audit has been conducted in 'accordance with
the instructions of the Department of Municipal Affairs.
(3) The financial statements present fairly the financial
position of the Municipality as at December 31, 1963, and the
results of its operations for the year ended on that date.
