Canada's Credit Unions are under Provincial Jurisdiction, Federal money policy doesn't work . directly upon them. Yet, they are very important as deposit-takers and lenders. Their saving deposits now total around $1,400 million, far more than the trust companies and. about one-fifth of those in the banks. The National Association of Canadian Credit Unions said it feels ,that monetary policy is now reflected generally in operations of its members, although indirectly. But it also said that Credit Unions shouldn't be squeezed too hard by tight money. In other words there should be an exception made. The exception presumably would be made• because a Credit Union is a kind of working-man's "bank" and encourages thrift. Both Reeve Agnew andiCoun- cillor Alan Elliott expressed, their disapproval of accepting this "performance bond". The reeve said, "When Lloyd's of London wouldn't touch it, I can't see why the town of .Clin- ton should." This referred to the fact that :the bond was not available from ,a bonding corn- pany. Couneiller Elliott expressed concern for the • sub-division, since there had been some "bad marks" 'against it in the past, and he wondered if this sort of thing would be intermin- able. • • Mayor William Miller pointed out that it was the opinion of ibme that council was trying to hold up progress, hilt the On- tario detiartment of highways engineer had pointed out that it. was conncil's. duty to make mire things were right fon future property owners.
