The Lowest or Any RFP Will Not Necessarily be Accepted
Corporation of the
County of Huron
is requesting responses to this
Request for Proposal (RFP):
Jesse Veen of Wingham was
cleared of two charges, but found
guilty of one in a trial matter
conducted in Wingham court late
last month.
Veen was charged with two counts
of assault and one count of failing to
comply with the terms of his
probation. He pled not guilty to all
three charges and chose to represent
himself in the trial before Justice
R.G.E. Hunter.
The two counts of assault were
alleged to have occurred between
June 1-25, 2013 and the count of
failing to comply with the terms of
his probation was dated as occurring
on June 25, 2013.
The first witness called in the
matter was Chloe McDonald, the
complaintant in the matter and
Veen’s fiancé at the time.
The 23-year-old said she had been
in a relationship with Veen from
2010 until 2013, when the
relationship with him ended in June
of that year.
McDonald told Crown Attorney
Laura Grant that the relationship
came to an end when she found out
that Veen was seeing someone else.
The situation escalated, she said,
when she attempted to confront
Veen about his alleged
transgression. She worked nights
and would typically return home at
8:30 a.m., while he would typically
be leaving for work around that
time.
McDonald said she confronted
Veen about the relationship, but
Veen got upset and wanted to leave.
She told the judge that she wanted to
talk about “the situation” and
why it was happening.
Veen tried to leave their
apartment, she said, and she stood
in front of him. It was at this time,
she said, that he grabbed her arms
and moved her aside so he could
leave. That contact, McDonald said,
hurt her and left bruises on her arms.
She reiterated that Veen didn’t
want to talk to her about the
relationship and just wanted to go to
work. The altercation continued as
Veen went outside and got in his car,
McDonald said, as she continued to
attempt to talk about the relationship
while he got into his mother’s car.
He began to drive away, she said,
while she was standing in between
the driver’s seat and the open
driver’s side door, leaving her
nowhere else to go unless she
jumped into the car.
It was during the car ride,
McDonald said, that the second
count of assault took place, as Veen
elbowed her several times in her
side while she attempted to put on
her seatbelt, telling her to get out of
the car. She said she asked him to
stop elbowing her, at which time he
did.
He then drove her to the Fireside
Café, just south of Wingham, and
dropped her off, telling her that she
could walk back to Wingham.
However, McDonald said that Veen
did come back to get her and
dropped her off at her mother’s
home.
A short while after she arrived at
her mother’s home, McDonald said,
she called the Wingham Police to
inquire about her rights, as Veen had
