The Pub - lie Utilities Commission is in reality' the citizens of Exeter doing business for therhselves. Each year the Commission have been able to show a substantial surplus and these front tithe to time have come back to the users in the form of reduced rates. Every dollar the commission earns is a dollar earned for the people so that this' is one institution. that should receive the loyal support of the com- munity.
