corner, now costs $10.00 plus
the 11. percent tax of $1.11, a

added to this, making a total
of $11.44.
Soft drinks will be taxable.
We und'enstand, however, that
if you buy only one bottle, the
cost will remain 10 cents. But
if you buy two, making a tot -
a • cost of 20 cents, then this is
taxable, and you will need to
put down 21 cents on the
counter,
But, if you have a bottle of
some soft drink with your meal
at a restaurant, then it is coun-
ted as part of the meal, and
is not taxable. Unless, of
course, your meal costs more

the present bookkeeping system
of any vendor. However, it is
necessary for, a vendor to keep
adequate records and docu-
ments to • prove that the total
sales and the ,deductions of
non-taxable sales .he reports to
the Retail Sales Tax Branch
are correct as stated. These
records nuusrt include an ac-
curate and complete 'account of
his sales of 'tangible personal
property and must be supported
by the normal books of accounts
usually kept by such a vendor
together with all cheques, in-
voices, ,bills and other docu-
ments. It is necessary that in
the records, taxable sales and
the tax collectable thereon
from the customers of the
vendor should be maintained'
separately."

and Quebec which he scans
for offbeat news items to
broadcast on his CBC radio
show, Neighbourly News. The
show, heard Sunday morn-
ings on the Trans -Canada
network, celebrates its 21st
(birthday this year.

Neighbourly News on CBC Now
21 Years OId; An Institution
Twenty -ane years ago a child
was born to call— °ions parents.
The parts were the Canadian
)3'r oadoasting Cerporation and
.4he Canadlian Weekly News-
paper Asseeiation, The child
was Neighbourly News, a week-
ly •radio program which began
as an experiment and grew up
to become an institution,
Neighbourly News Was born
in 1940 When Austin Weir of
the CBC and George James,
editor of the Canadian States-
man, Bowrnanviile, Ont,, decid-
ed that Ontario's weekllp news-
papers Would provide •arich
veiny of untapped material for
radia. The news in these pap-
ers was co2wnanplace, ordinary,
tbe small Baily events of life,
sometimes funny and sometim-
es sad, which made people
laugh'and cryand remember
—long after the headline stor-
ies were forgotten.
• The new venture was put in
the hands of Reid Forsee of the
CBC, who still produces the
show, .and Andy Clarke, a vet-
eran newspaperman who at
that time was news editor of
the old Toronto Globe.
Andy seemed a strange choice
for the role of commentator.
His diction was less than per --
feat; his pronunciation was
unique; but he had a warmth
and sincerity which made up
for any lack of polish. Listen-
ers. soon nicknamed •him Mayor
of the Little Places, a title(
he was proud of, and letters
began to arrive addressed shop-
ly to the Mayor of the Little
Places, c/o the CBC, Toronto.
The secret of Andy's pop-
ularity was his sincerity about
the news he covered and his
close contact with the editors
and people of "the little, places".
His 'favourite sport was fish-
ing and nanny a 'business trip
to an editor's office ended up
as a jaunt to the nearest trout
stream. As a commentator
Andy had a knack of 'making
the fact that Sam Greene's sow
had 43 piglets in eight months
sound almost as important as
the federal budget or the latest
Allied victory in Europe. One
of the most popular features
which Andy introduced to the
show was the Over 90 Birthday
Club, a weekly salute to the
many grand old -time's in On-
tario and Quebec. Andy was
the kind of man who worried
for a week if he missed some-
bidly's name off this weekly
roil call.
When Andy Carke died in
1948 many newspapers ran tri-
butes to him on their editorial
pages. The editorial in the
Carrleton Plaice Canadian was
typical: "Characters like Andy
are few and far between. His
passing will leave an empty
0at•-in the lives of many listen-
ers. Ndrne of them win forget
the pleasantcrawl and •the
kindly, homey philosophy that
were a pant of Andy Clarke."
The man who replaced Andy
in 1948 was Don Fairbairn,
born in Beamsville, Ont., and
a former CBC farm :broadeastex
and war correspondent.
At !fist, listeners (amid editors
missed Andy but Den soon wan
aver his audience and his voice
becaane a 'familiar and friendly
one to listeners.
In 195S, after' 10 years on
the show, Don was forced to
resign because of 111 health and

again without a voice,
Not a single show was mis'-
scud. Don's wife Isabel offered
to write the script for the show
and several newspapermen vol-
unteered to pinch hit gas com-
mentators. 'For several months
Neighbourly News had many
voices: Charles Nolen of the
Sitouffville Tribune; Werden
Leavens of the Bolton Enter-
prise; Sam Cook of the Rich-
mond Hill Liberal; Mr, and
Mrs, Pete Hvidsten of the Ux-
bridge Times -Journal and Cal,

According to Reid Forsee the

Arthur Phelps was the man
Who became, and still is, the
voice of Neighbourly News, The
choice of Phelps as commenta-
tor was an indication of how
important the program, had be-
come to the CBC and Ito its
listeners. Before joining the
program Arthur had a distin-
guished career ,as a clergyman,
CBC executive, writer and'
scholar at leading universities.
But his greatest asset, as with
Anldy Clarke and Don Fair-
bairn, is the warmth and sin-
cerity he brings to the job. .
Many people over the years
have contributed to the suc-
cess of Neighbourly News but
the one man who has been
with it since the beginning is
Reid Forsee, the show's tall,
affable producer, who is also
the CBC's top producer of pub -

struction of a section of the
south pier at Goderich, it has
been announced by L. Elston

The company submitted the
lowest bid of ten in response
to advertising for public tend -
ens.. The highest bid was $49,-
323,55. The work is scheduled
for.completion within five
months,
The new structure replaces
a section of the present one
where the super -structure, wh-
ich rests on a timber founda-
tion, is deteriorating. The wall

he has won nnany awards.
"I have always enjoyed my
association with Neighbourly
News," says Reid, "and the
show coudn't fail to be a suc-
cess. After all, we've got 250
weekly newspapers in, Ontario
and Quebec pulling for us.
That's why we've lasted 21
years and I hope we can work
together for another 21 years."
