McADAM Clinton — Phone HU 2-7070 GENERAL CONTRACTING Industrial -- Commercial Cement Work CALE DOUCETTE BUILDING CONTRACTOR Clinton Phone HU 2-9562 • HOUSEHOLD ITEMS Wide scale changes in the Federal government's housing policy, designed to stimulate activity in the house building industry and aid employment this Winter, were contained in recent announcements by the Honourable David J, Walker, Minister responsible for the operations of the Federal housing agency, Central Mort- gage and dousing Corporation, The new Policy Makes prov- ision for: (1) Extension of home im- provement loan facilities to rental housing; (2) Removal of income ceil- ings governing direct loans from CMHC and extension of the repayment period to 30 years for loans made dir- ect by CMHC; (3) CMHC loans to builders for the construction of dis- play homes; (4) Reduction in the interest rate on CMHC loans to lim- ited-dividend campanile's: and an increase in loan amount for such projects sponsored by entrepreneurs. Removal of the owner-resi- dence requirement and exten- sion of home improvement fac- ilities to all rental housing, including apartments, is a maj- or departure from former pol- icy. Previously loans of this type were restricted to single houses and to buildings con- taining a maximum of four housing units, one of which was the residence of the owner. Commenting on the wider scope of the home improve-. ment program, Mr. Walker pointed out that there were some 1,500,000 rental units in the country and expressed the view that "an extensive pro- gram of improvement and re,- pair work should result this winter." National Housing Act home improvement loans are made by chartered banks to meet the cost of repairs, alterations and extensions to existing dwellings. Loans may be ap- proved for a wide variety of improvements involving struc- tural alterations, interior and exterior painting, plumbing, heating, electrical and other work. Maximum loans for ren- tal properties will be governed by existing limitations, i.e., $4,000 for the first dwelling unit and $1,500 for each ad- ditional unit in a building. The purchase, installation or repair of elevators and elevator equilprnent and the installation of water softeners in plumbing systems have 'been added to the list of approved items for home improvement loans. In the field of direct lending by Central Mortgage and Hous- ing Corporation for home-own- er housing, income ceilings have been lifted until the end of this year. This means that prospective home-owners who are unable to obtain financing from approved lenders because lenders are not •making loans in the area in which they wish to build may now apply to CMHC. Previously, direct loans were available only to appli- cants whose incomes ,did not exceed a $7,000-$7,600 range. Of major importance 'to builders unable to obtain ap- proved lender financing is the announcement that two CMHC direct loans may be made to assist them in pre-selling NHA financed homes. Assurance has been given to the Federal gov- ernment by the chartered banks that they are prepared to co-operate fully in promot- ing home improvement work. Encouragement of wide-scale use of NHA home improve- ment financing facilities is one of the measures by which the Federal government proposes to aid employment in the build- ing trades this winter, National Housing Act home improvement loans may be made by any chartered bank to meet the cost of repairs, alterations and extensions to existing dwellings. Central Mortgage and Housing Corp- oration, the Federal housing agency, gives a limited guaran- tee to the lender in return for an insurance fee paid by the borrower. A major change in conditions governing this type of loan was contained in the recent an- nouncement by the Minister of Public Works that the fac- ilities have been extended to rental housing, including apart- ment buildings. Previously, loans were restricted to single houses and buildings contain- ing a maximum of four houst- ing units, one of which was the ordinary residence of the owner. Loans may be approved for a wide variety of improve- ments involving structural al- terations, interior and exterior painting, plumbing, heating, el- ectrical and other work. Two more items were added recent- ly to the approved list of home improvements. One provides for the purchase, installation and repair of elevators and equipment and the other for installation of water softners in plumbing systems,' The maximum loan is $4,000 for a single-family dwelling and $4,000 for the first unit of a building containing more than one dwelling plus $1,500 for each additional unit. Home improvement loans are payable in monthly instal-. meats which include both principal and interest. The bank determines the loan am- ount and repayment period which may not exceed 10 years. The interest charged may not exceed six per cent per annum. For loan purposes, •a home is defined as a house or mul- tiple-family dwelling. However, financial assistance may also be obtained for a building con- taining business premises and housing units provided the loan is used primarily for improve- ments to the living quarters. A house being used as a sum- mer residence, hotel or for seasonal occupancy does not qualify. Application must be made by the owner of a property and not by anyone acting on his behalf. For loan approval pur- poses the term owner includes a joint owner or anyone rent- ing a property, provided the lease does not expire in less than three years following maturity of the loan, Tenants should, of course, ensure that the landlord agrees With the proposed work. An applicant will be requito ed to provide details of the planned improvements and an estimate of the cost involved. The bank will also request in- formation concerning income and financial obligations and details of any existing encum- brances against the property. In addition, the loan appli- cant must be prepared to state the assessed value of the prop- erty, the amount of fire insur- ance carried and whether or not taxes have been paid to the last due date. He must also agree that he will not further encumber, sell or trans- fer his interest in the prOperty without the written consent of the bank until the loan is fully repaid. Home improvement loans are secured by promissory notes. However, if the amount of the loan applied for, or the total amount of the loan plus the balance owing on other NHA home improvement loans on the property exceeds $1,250, additional security may be re- builders to construct two dis- play homes which could be used to attract, prospective customers. The new terms governing construction of limited-divi- dend low-rental projects are designed to step up activity in this area of NHA building. In the interest rate from 5% to 51/4 per cent, announced in September, the maximum lean for limited-dividend projects started by etrepreneurs before the end of 1960 has been in- creased from 85 to 90 percent of lending value. For the same period, loan applications will be accepted for projects containing up to 200 units. Projects may not have less than an average of 1% bedrooms per unit. Con- struction must be 5-tatted with- in 45 days of the date of the CMHC approval and no exten- sions will be granted. In order to qualify for a loan under the new conditions, approval of site planning and unit design, evidence of need and feasibility of a project must be completed and a for- mal application submitted be- fore January 1, 1961. Limited-dividend loans are made by CMHC to help pro- vide low-rental housing for families of low income and for elderly persons. Municipalities, service clubs, churches and other charitable organizations are non-profit groups active in this field but private comp- anies also undertake projects.
