Several neig4' bouring provinces including New Brunswick, Manitoba and Saskatchewan have already ea, tablished a special classifica- tion for "Farm" trucks. We, therefore recommend that a special classification be set up in Ontario for "Farm" trucks with license fees eon-, siderably reduced. For ident- ification purposes special letter- ing or colouring could be used on the plates, A great number of school children are transported to and . from school by bus.. With the trend to consolidated schools we anticipate an increase in this trend in the future, It is, therefore, necessary that rules and . regulations be established 'to provide the utmost safety for our children. We, therefore recommend that: 1. School bus drivers be requir- ed to pass a special driving test. 2. School buses be required to stop at all railway crossings. 3. All school buses be equipped with stop signs both front and rear and ALL traffic be required to stop when. stud- ents are leaving or entering a bus. We would point out that the existing regulations which re-. quires farmers to obtain a per- mit before moving farm mach- inery over 110 inches wide on the road causes inefficiency and inconvenience. It is at variance with the Department of Agri- culture policy which encourages efficiency and the use of large machines. Consider the plight of a farmer who makes a spec- ial trip to town to secure a permit, then because of bad weather .or breakdown is unable to complete the job as sched- uled. The time specified on the permit has lapsed and he must re-apply. We seriously question the practicability of this regu- lation and recommend' that far- mers, be allowed to move mach- ines freely between sun-up and sun-down. We further recom- mend that shoulders on. roads be built up to enable machine operators to pull off and allow traffic to pass. We recognize the benefits which the Unsatisfied Judge- ment Fund has provided. How- ever, this is not entirely sat- isfactory, we believe all auto- mobile owners or operators should provide proof of insur- ance when applying for Motor Vehicle Permits. We also be- lieve insurance' should be pro- vided at cost, and suggest this EARTH'S MOST POWERFUL CREATURE That's right. Farmers do not object to paying a fair share of high- way maintenance costs, but feel the present system is not equit- able, At the present time an Ont- ario farmer may use his truck only two or three days per month, but must pay the same license fee per tonnage as a truck used every day. Records indicate that 22.2% of all trucks 2% tons and up, in the province of Ontario belong to farmers. They average only 3,700 miles per year, travel empty % of the time and are used 'to capacity only250/i) of the time. The possibility of using a sea- SOnal licence has been men- tioned., we assume this would Mean licensing for ;;t. shert term, perbaps three (3) or four (4) months with a premium. This may benefit a few farmers es- pecially some of those engaged in cash crop production, al- though many producers of cash crops such as potatoes, apples, wheat, beans etc. wish to store a portion of their crop for del- ivery at a later date, However, Ontario farmers are primarily livestock producers; to whom a seasonal license would be of no. benefit. Some livestock pro- ducers may wish to deliver stock or bring home loads of feed' at various intervals during the year, and therefore require a license for the .entire twelve could be best provided through a Government Automobile In- surance Plan.
