This is the impression which one carries away from a talk with representatives ol' the Labor Unification Committee, the body which now officially heads the Shanghai .labor movement and claims to super­ vise the activities of 20Q trade unions, with 300,000 members, of whom a third are women and a sixth are child­ ren. Officials of the committee were very dfriphatie in dissociating their organi­ zation from any connection with Com­ munism or any other radical ideas. Communists Eliminated. "After General Chiang Kai-shek closed down the former unions, which were under Communist elimination,■ the Labor Unification Committee was appointed by the Nanking * Govern­ ment for the purpose of reorganizing the Shanghai labor movement,” ex­ plained one official. "In order to elim­ inate the Communist influence we re­ quired all the trade unions which de­ sired to affiliate with us to undergo a new registration, Wo sent investi­ gators to find out whether any of the leaders in the unions were Commun- wo made it a condition of that such leaders should be So at the present time we altogether non-Communist labor movement. During the last two months, however, there have been practically no strikes.” In contrast to the Communists, who encouraged the workers to strike for whatever they wanted, the Labor Uni­ fication Committee exerts a decidedly moderating influence on the unions which Come under its jurisdiction. It goes on the theory that the strike is a weapon of last resort:, which should only bo employed after all other means of settlement have been tried unsuccessfully. Rights of Labor Recognized. It also recognizes the right of employer to earn a profit from enterprise. When its investigators are called in to adjust a labor dispute they are bound to take into considera­ tion the financial condition of the en­ terprise, as well as the demands and needs of the workers. So fax' the Labor Unification Com­ mittee has participated in the adjust­ ment of more than 500 disputes and it receives every day 30 or 40 letters on industrial, questions, with requests for mediation and intervention. The committee differs from most American and western European trade unions in such matters as its direct depeixdence upon the Govern­ ment and its recognition of the in­ terests o ftlxe employer.
