We wish to impress upon you the fact that 'our interest lies only in molding a plan whereby hogs could be sold to bring the highest possible return to the pro- ducer. ' "On previous occasions we have indicated our doubt and concern as to the effectiveness of assembly yards, Recent events have proven beyond any shadow of a doubt that we are not alone in this as- sumption. We would refer you to the recent plebescite, of July 25, 1958.- In spite of the fact that this question formed a controv- ersial issue and received much publicity, only 27,151 votes out of a possible 78,994 were cast, or 47,03 percent. Our discussions with individual producers have shown, in the majority of cases, that the reason for abstaining from voting was that the producer was unable to support the present method of directing hogs and at the same time did not wish to oppose or- ganized marketing. "An examination of the plebes- cite returns shows that the great- est opposition is in the area where compulsory direction is in effect. In the area west of a line draWn north from Toronto, which is un- der compulsory direction, 35,6 per cent of those voting opposed the plan. In the area east of a line drawn north from Toronto, NOT under compulsory direction, only 23 percent of those voting opposed the plan or over 50 percent more opposition in the area operating under compulsory direction. From these results we must assume that Ontario producers axe ..in favour of a Producer Controlled Market- ing Board, but are opposed to as- sembly yards. The Ontario Farm- er's Union sincerely regrets that this Association did not heed the producers' opinion, so clearly ex- pressed. "We, therefore, propose that hogs continue to be sold by the Ontario Hog Producers' Co-ober- ative, but that assembly yards be discontinued and deliveries made direct to.the processor. As a means of attaining this desired objective we suggest: A. That the Province be divided into specific areas. B. That an individual be appoint- ed in each area to be known as a "contact man," C. That producers be required by Thursday night of each week to have notified the trucker of their choice, the number of hogs they wish to ship the foll- owing week. D, That truckers be required by Friday noon to have notified the "contact man" the nmb- er of hogs they wish to deliver the following week. That the contact man then not- ify the selling agency the num- ber of hogs to come out of his area the following week, F. That the selling agency then sell the hogs to the best poss- ible advantage, and advise the contact man the name and ad- dress of each purchaser. G, That the contact man then in- form the trucker as to his des- dination, etc. "The Trucker then is in a posi- tion to adviSe the producer the destination and selling price of his hogs. "Such a plan has multiple ad- vantages, some of which are: 1, The selling agency would ach- ieve greater bargaining power, i.e, When hogs have been de- livered to an assembly yard they can be held only a limit- ed time, If hogs remain in the producer's stable until sold, the selling agency has a great- er time allowance to bargain for a better price. 2. By direct delivery unnecessary transportation mileage 'is el- iminated. 3. Expense of assembly yard rental is eliminated. 4. Expense of assembly yard per- sonnel is eliminated. "We recognize the problems in- volved in making an immediate and complete change over from one system of direction to , another. However, on the assumption that assembly yard leases don not all expire on the same date, we sug- gest that a system of direction similar to the one outlined Tie substituted for assembly yards as the individual leases expire, We believe this would facilitate an orderly and efficient conversion, "Recent accounts in the press lead us to believe that an insur- ance plan is under discussion, We recall previous occasions when pro- ducers were charged ,02c per hog, condemnation insurance. Our ex- perience in this regard leads us to believe that producers should be thoroughly aware of such a program before implementation. "There can be no doubt that a large measure of the distrust and confusion which now exists res- ults from faulty public relations. We respectfully suggest that in the interest of greater harmony between producers and Marketing Board, a more receptive and con-, siderate attitude be adopted re- garding opinions and suggestions offered in good faith by producers, "We note with surprise and a- larm that members of this Assoc- iation have, on occasions advocat- ed removal of Government Price Supports. We point out that in these days of "speculation and manipulation" the farmer can no longer rely on "supply and de- mand". The prices of goods and services the farmer must buy are maintained at artificially high lev- els. We, therefore, recommend that sincere consideration be g i v- en to a system of price support through Deficiency Payments, to bona fide farmers only, on a specified voluinne of pro- duction, Such a plan would, among other things, provide a limiting influence on this cursed Vertical Integration. We note with satis- faction that the President of this Association has on occasion ch- ampioned the cause of bona fide farmers. We extend our apprecia- tion for a very noble effort in this respect. • "Recent discussions regarding various selling procedures have a- roused our interest. However, we do not feel well enough informed at the present time to make a de- finite recommendation, We would welcome the opportunity of dis- cussing this with you further. "All of which is respectfully submitted, in the hope of evolving a Hog Selling plan which will pro- vide the producer with a maxim- um of opportunity of receiving a fair price for his product."
