Cracks in the foundation, of course, will permit water to infiltrate into the base- ment but moisture can also pass through the concrete foundation walls or the concrete floor either through ,pressure or by absorp- tion. Another form of moisture, often called sweating, is caused by, damp air entering the base- ment then condensing against a cold wall surface or water pipes. Cracks in the foundation wall below -ground level can often be repaired effectively from the in- side. This will usually mean op- ening up the crack wedge-shape so as to permit the fresh concrete ..to form a "key" that will hold in place. It may be advisable to use a type of patching cement which does not leave a gap after drying out, To prevent the passage of mois- ture through a concrete basement wall, a form of dampproofing with a creosote preparation is norm- ally applied to the outside of the wall during the construction of the house. Additional dampproof preparations for masonry can be applied by the owner himself to the inside of the wall. In many cases this treatment, if carried out according to the manufactur- er's instructions, will arrest any penetration of moisture. Excessive moisture in a base- ment can sometimes be traced to blocked drain tiles next to the footing. In such a case the base of the foundation wall may be noticeably damp. This calls for removing the obstruction from the drain tiles. If excessive water accumulates around the foundat- ion this may simply mean that the tiles are not capable of carry- ing away the water rapidly en- ough under certain conditions. A sump and sump pump may be re- quired if natural drainage is de- ficient. stems during 7.958 than in any other year. John Henderson Ontario Hydro Electric System Growing, Continually Adding New Power Stations More new generating capacity first time. The Commission's to- was added to Ontario Hydro's sy- tal capacity reached 5,761 000 kil- owatts by the ned of the year. The rate of growth in the de- mand for power in the early part of 1958 was generally below the long-term average of 6 percent but at the end of the year had climbed substantially above this average. Preliminary'figures in- dicate that December peak' de- mands were about 9 percent above 1957 for Southern Ontario while for the entire system the increase was about 8 percent. Capital construction expenditur- es were maintained at approxim- ately $200,000,000—about the same as in 1957. The conatuction program em- braced a wide diversity of work, ranging from rural extensions to major power projects. The vast developments on the St. Lawrence and Niagara rivers were again foremost on the works program while several lesser hydraulic pro- jects were advanced or completed in the northern parts of the pro- vince. Significant advances were also made in the field of thermal- electric generation. Ontario Hydro estimates that some 1.8 million kilowatts of hy- dro-electric power can still be ec- onomically developed, mostly in the northeastern part of the pro- vince. Plans announced by the Commission in August, 1958, for an intensive, two-year study• of extra - high - voltaget ransmission methods may have an important bearing- on the development of these sites and on the ultimate distribution of their power.
