Before any decision can be made, we must establish if there is a need for this type of accom- modation. Therefore, it is essential that everyone who fulfills the following requirements should com- plete a survey questionaire: (a) You must need better living accommodation; (b) Have one or more children; (c) Have a gross income less than $400 per month.
