Ole illiu0amCillit$ FRIDi3.Y, MAY 18, 1888. tall<19Z FIaL 1.1XTRA. e.GA.NCE, The member 'for North Wellington, Mr, McMullen, leas rendered most valuable service to his Marty during the present Parliaiuont, A shrewd hush xhess man, a good debater, a diligent worker and a num of sterling integrity anti honesty of purpose, lie has Made tt special study of the abuses of our eivil service system and especially the abominable system of Superannuation which hasbeen so flagrantly and per• sistently abused of late years at Ottawa. His unquestioned loyalty has not saved hint from severe censure a,ud harsh criticism for his attacks oil the gross extravagance in connection ,with the mainteuauco of Rideau Hall, ',the Governor -General's abode at the .capital, For instance, he shows that last year $0,453 was spent for painting, enough to give four men a salary of over $1,604 yearly. For wages $8,945 was given, for paints, oils, &e., $2,111. For heating, 400 tons of coal and 300 cords of wood were used, which 11e shows was fed to eleven furnaces, two boilers and about seventy stoves, about two stoves, by the way, for each innate of the gubernatorial residence. The total bill for heating and lighting was $8,000, and for general repairs, $29,000. For the. previous year, the Governor -General's salary was about $50,000, for secretaries -and servants' salaries $11,360, for fuel and lighting $31,290, the total for the year being $113,26.4. We have here indicated but one respect in which the public resources are wasted, as no one can claim these expenditures to be reasonable or necessary. Mr, Mc- Mullen's exposure of the Superaunua- tiou abuses show much more reckless 'waste and squandering of the public funds. Let anyone wishing to satisfy himself on this point secure a copy of Mr. McMullen's speeches and person- ally investigate. How muell longer are the people going to tolerate such unreasonable and unjustifiable ex- travagance and reckless management -of the country's resources ?. Why not .consider the matter dispassionately and with an unbiassed mind' We are brought sternly to face with the fact that personal and business economy and curtailment pf expenses is neces- sary. Why should there not be a united and persistent demand for reduction and economy in the manage• inent of our country's affairs I'A.RT.,IAI/IBU 'S DOI e.S. Comlatnos Woalrontag--Guelph. E;nta11. The location of this branch railway, will largeltit'f'I'e pend upon the bonuses givenAT the municipalities. TherRusseli victory of last Monday is one til•the chief topics of.interest in the city at present. This victory is• no doubt the result of the Liberal policy of " Unrestricted Raoilatdcity" witle the United States. This question. was kept prominently. before the elec- tors during the contest. The Liberal candidate, Mr. W. E. Edwards, was assisted in his canvas by a number of the members of the Howe of Commons. Mr. 0.'11. McIntosh, the 0i,nsers4tive candidate, was assisted 'ny some of the leading members of the liouse'atzd by one or two of the Ministers, as Well. • When: the opposing speakers came to- gether, which they did almost every ilight,'the• leading question taken up was Free Trade with the United States. The result of the discussions was seen in an increased majority of fifty per cent. over Mr. Edwards' majority of a year ago. This, as well as the late elections in Prince Edward county, and in Kent a few weeks ago, indicate a strong public feeling in favor of the Free Trade policy of the Liberal party. The gains by the Hon. Mr. Mercier in La Assomption and Maskinonge are indications of the growth of Liberal opinions. The Trade question in these elections was an important element, and contributed its quota to the re- demption of those counties from the hands of the Blues. The scales are falling from the eyes• of elle great in- dustrial-olasses and they are beginning to behold things in a now and better light. It is the duty of these classes, first to consider their own interests slid not those of,thoir patty. They must learn to stand filthily and honestly by Sad h other. Otherwise their influence is broken and thwarted and their +interests sacrificed for the benefit of others. This union of purpose and action on the part of the honest labor- ing Glosses ot Canada, will secure for them that consideration and respect which the dignity and importance of their position and influence demand. There is to be another large addition to our debt. Oar present net debt is $227,314,000. This is about $46 per capita, of the population of the Do- minion. It is generally admitted that one of :the most formidable evils that Ameri- cans and Canadians have to contend against at the present time is the formation of "" combines. The evil has recently attained gigantic and threatening proportions. To such en ,extent has this become apparent that a committee of Parliament was recently appointed -to investigate and formulate a report. Tho work has been in- a manner accomplished and their report is being submitted, They. also recom- mend remedial legislation. The report ixh general goes to show: that many combinations injurious to the comet. ing public have been formed and successfully prosecuted.. They have pronounced: the Wholesale `Grocers' fiuild•to bo such an.orgarlization. The leading cities,- have had coal combines detrimental to the souse naers' interests. They will also report combines iu etoves, wicteli cases, coffins, undertakers' supplies, tobacco, biscuits, oatmeal, starch, and confectionery. : videxlce will be given on which is based the conclusions arrived at in tne investiga- tions into each association examined into. The nature of the legislation suggested 'as a remedy will be referred to in future. Ottawa, May 10th, 188$. To the Editor of Tits TIMItO. DEAR Six :—If you can give me space I will give you a description of that section of the West known as Puget Sound, it be- ing a veritable "Garden of Eden" for all classes of mankind who may be in search of homes and fortunes, but especially for lumbermen, fishermen, men of capital and coal dealers. `b Lumbermen amass large for- tunes in a few years as this cc,uutry is well supplied with lumber of different hinds, especially fir, spruce, white pine, cedar and curly maple, all of which iu the rough bring 412 per thousand. 'Maple and dressed ,lumber bring from 424 to 430 per thousand and finds a very ready market 'at those prices. Dogs cost 44.50 to $6 per thousand. All over. the Sound you will find innumer- able saw mills, cutting from 30 to 800,000 feet per day and invariably coining money. Tho large companies own their own vessels and ship their cargoes to all parts of the inhabitable world. They also own their logging camps and largo timber claims, so that their logs cost them next to nothing, and consequently it is nearly all profit. There is also a bonanza here for fishermen as our waters abound with fish of every description, especially salmon. All along Puget Sound you will sea large salmon canneries and extousive fishing grounds, these making a, mint of money as, they find a ready sale for all their produce at excellent prices. Mon of capital also find this place au .Eldorado as money brings 12 per . cent. on mortgages and: is eagerly sought after at that and eveu.higlxer rates of interest, It is also a picnic for coal dealers as the Sound abounds in could the finest quality, which is brought to the sur- face very cheaply and commands wonder- ful prices at all markets. Than our ship- ping facilities are unequalled anywhere.. Produce can be shipped from hero to any part of the world at very reasonable rates. The climate here is No. 1, warm, summer days and cool, refreshing nights, with no. .cold weather to speak of. Last winter we had about five days of every cold weather, ;the thermometer registering 10 C below freezing point, and snow about four inches deep and lasting a *bole five days. We have about three months of wet weather in tlae, winter and very early springs, hav- ing new onions and radishes and .gerdou vegetables generally about the middle of April.
