On Monday of last week Mr. Frost told the House that the Federal Government had made it quite plain that they had no present intention of increasing the offer presently made for the rental of certain taxation fields. The amount of money that the Federal Government paid this past year was roughly $150,000,000. Un- der the proposed terms of the• new agreement the Federal payment to the province would be something like $191,000,000 plus certain fringe benefits offered in the pack- age deal which would raise the total amount that could be collect- ed by the province to at least $200,000,000. Mr. Frost contends that the Federal offer should be $100,000,000 more than this figure and asserted that the Federal gov- ernment had failed to take proper cognizance of the financial needs of this province, in relation to the services that must be provided in a very expanding economy. . Mr. Farquhar Oliver for the opposition contended that inas- much as the Federal offer was $50,000,000 more than that which had obtained in the final year of the old agreement, that the gov- ernment should not dismiss this proposal with a shrug of the shoulder but examine it carefully from two angles. First, that it was an increase of $50,000,000 which seems in itself to have ap- preciated to some degree the fin- ancial needs of the province. Sec- ond, that an additional payment of $100,000,000 as proposed by our Prime Minister would necessitate similar increases to all the other provinces in Canada with the end result that the Federal government would pay to the provinces of Canada an amount almost double The estimates of various, depart- ments have been approved by the Legislature — those of education and reform institutions being the subject of extended debate be- tween the government and opposi- tion members. The Session of the Legislature is drawing to a close and will probably conclude before Easter, There still remains the estimates of the Departments of Lands and Forests, Agriculture, Highways and Municipal Affairs. These will of course be the subject of considerable discussion which may have the effect of delaying the prorogation of this Legislature beyond the date expected at pres- ent. Another matter of some import- ance was the referring of hospital- ization insurance to the health committee of the Legislature. The Premier, Mr. Frost, contends that there is still a lot to know about this scheme before it is made ap- plicable in this province. The op- position on the other hand are of the opinion that the government have had all their own experts studying this field for 18 months or more and should have the rela- tive information available upon which to pass the hospitalization scheme.
