An American paper says : —" If
England could settle her home and
• foreign difficulties as well and quickly
as Canada did her insurrection, elle
would be the happiest old girl in the
world."
The volunteers who loft nearly four
months ago fur the North Nest are
now returning. home, and are being
reeeivecl with immense enthusiasm.
Canada has every reason to feel very
proud of the patriotism and courage
of her young soldiers.
It is said that a lady aged 98, living
in New .Hampshire, has lately just ta-
ken her first dose of medicine. She
was certainly old enough to know
better,,and can only be excused on the
ground that. she: had arrived at second

and states that we now awe $2 to $1
owed by the United States at the close
of, their long and expensive civil war,

A letter appeared in Saturday's
Aube from Mr. M, G. Cameron, of
t oderich, suggesting that the Young
Men's Liberal Col.vention to' be hell
in• Toronto in. September next should
assume a national more than -a Pro
vincial character. The suggestion is
a good one, and we hope to see it adop-
ted.

commons at Ottawa after a protraeted
session of six months was prorogued
on Monday last. After legislating
away many of the votes of the boys at
the front the Government, at the close
of the session, rewarded them with a
vote of thanks and $80 'in scrip, and
then voted themselves $500. additional
sessional indemnity as an` 'equivalent
for their protracted and arduous
lel ors ! This is looking after No. 1
with a vengeance. Some. of ,our ex
changes allude to it as a ' salary grab, t
but the proper phiase•would be 'a de-
liberate steal.

during the Toronto Exhibition, was

have written us onqutr.ng whether or
not a recent decision of the Supiert

for the disposal of money collected as
fir es for infraction of the Scott Act.
Tn reply we wish to state that the case
referred to is ono in which the fine had
been imposed previous to the enact:
nlent of the present law providing for

law, as it now stall'ie, is plain and un:
gtiactionecl. In ease the prosecutor
for violation of the law is a LleF.'e• e
Inspector, two-thirde of the fine is
paid to the Chief Inspector, and the
remnining third to the treasurer of the
munieipe ty wherein the offence was
committed; in ettse the prosecution is
brought by a private party one half
the fins; is paid to the prosecutor and
the other half to the municipality

. PUBL1O SCHOOL BOARD,
A special meeting of the School
Board was held on Monday afternoon
Last. Members all present,oxcept Mr,
Moore.
A. report was received from Mr.
Beech r, of the firm of Beecher Bros.,
London, in reference to the heating
of the school, recommending that the
furnaces be rebuilt witli a 9.inch wall
outside, leaving. a 3 -inch space
with a- 4-inoli wall inside, with air -
chambers conveying the heat from the
register to a height of. 10 feet from the
ttvor in the lower rooms, &o, &o.
Moved by 111r. Scott, seconded by
Mr. 'Tanner that the report be re-
ceived.
The Board then asked Mr, Beecher,
who, was present, if he would guaran-
tee that the school would be properly
heated if the above changes were
made. He said ho would give no
guarantee whatever.
Moved by Mr. Scott, seconded by
Mr. W. W. Inglie, that the school be
heated by steam.
Moved in amendment by Mr. T. L.
Jobb, seconded by Mr. J. Cummings,
that we proceed with the changes re-
commended by Mr. Beecher's report.
On the amendment being put two
voted for it and three against.
On the main motion being put three
voted for it and one against,. and the
chairman declared the motion carried.
The Board tlen adjourned.
THE WINGHAM. YOUNG MEN'S
LIBERAL CLUB.
To the Editor of the TulEs.
DEAR SIR,—I was quite overjoyed
on reading in a late issue of your jour-
nal that•the young men of Wingham
had formed .a Liberal Club. As an
old fogey, who took part in the pro-
cession. of '32 might I suggest the
possibility of a mock parliament being
held. It is quite the rage in the old
.country, especially in Scotland. The
worthy secretary ,Mr. Edwards, might
act as reporter, and thus'a double pur-
pose would be served. It would aid in
keeping up the esprit de corps of the
infaat -inb., and the weekly report
wdfild give spice and zest to the local
Reform organ. Invite the editors of
the other two cotems. to bo present;
for Liberalism is not afraid of the
freest and fullest discussion. Let the
admission be'by ticket, the proceeds
to meet current expenses and the sur-
plus to ajjn<forming a hibra,y for the
embryo parliament. A ladies' gallery,
where the fair ones could hear and see
without being seen,would be a step in
the right direction; for who knows but
the local parliament of Wingham
might be the first to open the door for
female mock parliaments? 'There is
another idea struck me while reusing -
on the matter, viz., that in the present
rudimentary condition of the club an
essay and parliamentary debate might
be taken up alternately; still the essay
might have a • distinct political aim.
For example, subject of essey ;. " The
Edinburgh Review, cunsidered as • a
great educational instrument in fur-
thering and brining to a successful
issue the Reform Bill of '82;" or,
" Hallam, as the great authority on
Constitutional History ;'• or again,
" Hallam's account of the risr,. pro-
gress and full development of Parlia-
ment " A s regards the parliamentary
debates, I would suggest that they fol:
13w close in the wake of and in the
same lines as those in the Dominion
and Local Legislature respectively.
As prohibition seems to, become a.
burning question in the near future, it.
