sources and manpower for the defense

have caused an uproar in the Domin-'
ion not many,'xnonths ago.

Canada now..may be summed up in

Under a eointin'pation, of voluntary,
'enlistment, some 25;000 .additional
troops are 'being rushed to aid• Great
Britain on her Men territory, and an.
army of 150,000, fully equipped foss
war,. will be on guard within the Dom-
inion. And for further home defense,
there will be 40 divisions of -the non -
.permanent .militia in part time train-
ing. and in the background the ,milit-
ary training of every,able bodied man
between the ages of 18 and 45 for• a•
period' of six weeks to two months
-each' year, ,this • under the new ,con-'
.scription legislation. '
• On • the economic •side, there will be
a; more `strict sup'ervisi'on of war in-
dustries by the government. • There
will .be heavier taxation.' But • most
important will be the government of

As.most Canadians. now realize, our
'government has' only two methods 'of
financing this star. The first is by

The Budget
In the budget speech. on. -Monday de-
livered by Finance Minister 'Ralston
new taxation was announced designed
to raise $280,100,000' in.a'•full year. of
operation, but Mr. Ralston, as ' well,:
budgeted for, a , deficit approaching
$600,000,000 which. will be raised by ,
borrowing.
The Heti;c budget was surprising in
that no change was made in the exist-
ing sales'. tax of 8.*
Of chief interest is the new national
defense tax' of 2% on incomes, and
the tax ' on. new cars ranging, as high•
as 80%: The exemptions on personal
income tax rates are also reduced.
A new tax of`10 per cent is im-
posed on all radios, radio tubes, phon-
ographs and :cameras. and an• increas-
ed .tax to 5e a pound on rubber tires
and tubes.
The excise . tax has been increased
on cigarette$, t'obaeco, cigars, cig-
arette papers and matches. Smokers
alone. it is estimated, willI;pay over
$15,000,000; within a year bY this in-
creased tax on tobacco. Soft drink in-
gredients and 'tea' are also • subject
to tax increases.
Heavy taxes are imposed on new
cars., a measure designed in part to
secure factories for war efforts, with-
out disrupting industry. ' On' all new.
unused passenger cars valued'by the
manufacturer up to $700, the. new
excise will be l0•'ir. On the •excess
over $700 and up to $900, 205.; 'on
the excess over 0900. and up to $1200.
40 per cent.; on the excess over
$1.200, 80 per cent.
'Income tax exemptions,_ which are
at present $1000 for single Persons,
and $2000. for married persons are
reduced to $750 and $1500 respective-
ly;. The exemption of $400 for each
dependent child remains unchanged.
National Defense .Tax.
The new special, national defense
tax is imposed on single persons with
inceanes over $600 and of married per-
sons over $1200•,<<but is so 'arranged
that taxation will not 'reduce the in-
eome to •less than $600 or .$1000 as
the case may 'be..This tax is in ad-
dition to the regular income • tax.
*hick exemptions have 'been lowered
as stated above.
The national defense 'tax works out
as follows: •
Single person_Income $600or less
no tax.
Single person --Income • over $400
and not in excess of 0612.24 pay as
tax only the excess of the income over
5600. So that the income will 'not he
reduced below $600. Example—Income
$610.. tax $10.
Single person—income over $612.24
end' not in excess of $1,200, 2 per cent
tax on `all - income. Example—Income
5613.. tax 25-012.26.
