was presented. Mr. Hays s occupied the

mittee and in council,
Connoil adjourned till 2 p, m,
Conned resumed at 2 p. m, The re-
port wits amended in committee by
adding these words to clause No,. 6,
"and that plans and specifications al-
ready prepared be placed before the
Council next January."
On the Wardell resuming the chair
the report was passed as amended.
Tho report of the Executive Com-
mittee was taken up with Mr. Chambers

The committee rose and reported that
the report had passed, and finally passed
in council,
The report of the Education Com-
mittee es -as presented. The council
moved lute committee of the whole
with Councillor Holt in the chair, and
the report was taken up. The com-
mittee rose and reported that clause No.
1 bo passed, and that clause No. 2 be
deferred till to -morrow.
In council the report of the committee
was sustaiued.
Council then adjourned till 10 o'clock
)friday morning.
Council resumed at 10 o'clock. Mom-
bers all present. Minutes of yesterday
were read and signed.

The committee rcse and reported that
the clause be amended by appointing
arbitrators under the provisions of •the
School Act, and that the report be re-
ferred back to the committee to name
arbitrators.

Your committee beg leave to report as
follows: -
That the gaoler report was placed be-
fore us, We are pleased to know that
only eight iu]ntttes aro in the gaol at
present.
The gaoler's reports that a vagrant
confined in the goal is a resident of Bruce
county and was formerly au inmate of
the Rouse of Refuge of that county.
We think this party should be sent back
to Bruce,andleave the matter of sending
him bait in the hands of the gaoler and
Councillor Holt.

EXECUTIVE CO1 M,ITTEE.
We have examined the tenders for coal
and wood aud find that the tender of F.
B. Holmes for ooal being the lowest,was
accepted by the Clerk aud that the tend-
er of A. J. Goedrope for wood, being the
lowest was also accepted by the Clerk. •
As to the cohrmunioation from J, C.
Morrison in reference to the erection of
of a sanitarium for consumptives. We
recommend that no action be taken.
As to the application of the Rev. Alex
Stewart and others for a musical instru-
meat for the House of Refuge, we re-
commend that the matter be deferred
until January meeting of 1901.
As to the application of Mrs. French
for an increase of salary, we recommend
that the application be deferreddeferreduntil
January meeting 1901. ' "
The following supplementary report
was presented from the Executive Com-
mitteo:-In reference to the motion of
Messrs Cook and McLean, to grant $100
to the County Clerk for ,election ex-
penses, in connection with ensuiiig
County Council election, we recommend
that the Clerk be paid actual aud reason-
able expenses in connection with the
election.

The gaoler's report as follows was
presented aud scut to the Property com-
mittee:
There are eight males ono of whom is
'insane; one is awaitiugtrial on obtain-
ing goods under false pretences; the re-
maining six are vagrants. One of the
latter class is a resident of Bruce couuty
aud has twice been an innate of the
Hoase•of Refuge of that county. Whoa
his term expires (Dec. 17) your honor-
able body may see the advisability of
sending him back to his own county, as
he is unfit to take care of himself.

crops grown and work time on the
Industrial farm for 1200: -
Oats 825 bushels, barley 270, potatoes
690, tnangolds 1040, turnips 210, field
carrots 40, garden carrots 15, beets 12,
parsnips 7, onions 80, beans 8, apples,
7 barrels; cabbage, 900 heads; rasp-
berries, 1500 quarts; hay,10 tons; fodder
corn, a acre. .
A number of maple trees were trans-
planted, but owing to dry season they
did not grow. '
Considerable ditching was done ou the
farm. this year. Work was all done by
farm labor without cost.
Tho amount of proceeds from farm
this year was 5'285.55,

Your committee beg leave to report
that we visited the House of Refuge on
December 3rd:
We have audited the acoounts for the
third quarter of this year. Tho total
expenditure up to December 1stis
$8266,01 and the receipts for produce
sold, 2285.55.
Electric Light Company has been paid
under contract :$1S0 for service at the
house. ,A meter has been put in at a
cost of $35, so council will now only pay
for light, used. With the meter lights
woald now cost in the neighborhood
of $100.
We recommend that pig yard be
erected.
Tho committee are satisfied with the
management of the House and farm,
bat feel that more accommodation in
the House is badly needed, especially in
the hospital portion. At present some
of those under treatment are kept in the
basement, the only portion of the build-
ing unoccupied, aud we recommend that
au ctdditionbe built next ummer aud that
plans and specifications be laid. before
this council next January.
We recomend that the insane inmate,
Wilson, who was recently committed
from Goderieh, be committed to the
gaol.
Tenders for supplies were read and
accepted as follows: -A. Couch, meat;
J. A. Kiut:,bread; J. W. Irw.u.groceries.
These were the lowest tenders in each
ease.
Recommend that Mr: French's report
re produce raised ou farm be printed in
the minutes.
