If Sir Charles Tupper ever decided to
tempt fortune at the poker table he
would make a magnificent emce•s of the
game, for he is without exception the
most audacious bluffer that ever took a
hand in polities, or anything else. Ho, fire of the Conservative party -(long
has actuall had the sublime effrontery to continued applause) -and Hon. George
refer to certain leading Liberals whose W. Ross, a politic= who has swept
sons responded to the call to arms in everything before him, and stands at the
South Africa as "men who have had head of his government in Ontario.
(Lend cheers.) Concluding, Mr. Mac-
donald said it was a matter of great
pride to the Liberal party to have such
a noble man and statesman as Sir Wil-
frid. Laurier as their leader. (Great
cheering.) He was a born leader -one
whose equal Canada has never had; a
man who was broad-minded, fearless,
above the mere partisan politician, a
roan whom any nation should be proud
af. (Deafening applause.) This was
saying a great deal as the Liberal party
had hacl several great leaders in the past
-Hon. George Brown, Hon. Alexander
Mackenzie and Hon. Edward Blake.
(Applause.) He hoped that the people
would send. back to Ottawa a stronger
and larger contingent than before to
support Sir Wilfrid Laurier, and if they
would do this they could rest assured
that Canada would go on prospering
even to a greater extent than it has done
during the past four years. (Great
applause.)"

said, was remarkable, when they took
into consideration the prophecy remade in
1896 that shoal(' the Liberal party be
elected, rnauufacturers generally would
close their doors; smokeless chimneys
would be in evidence, and other calam-
ities would happen. (Laughter and
applause.) Time never was when every-
thing was in a more prosperous state,
and never before in the history of Can-
ada has the zuauufacturer found a more
ready sale for his products, while the
laborer has been able to sell his labor to
better advantage. (Applause.) I -le
would not speak at any great length, as
there were such men to follow Linz as
Sir Richard Cartwright, a veteran of 40
years, a luau whose character stands
without a blemish, even under the strong
the good fortune to foist them into posi-
tions in which they drew' pay from the
public." This from a man who has no
less than thirty-three relatives feeding
trough at this moment. Because a man
happens to be connected with the Minis-
ter of the Crown. or other prominent
politicians that is no reason why he
should be disqualified from occupying a
position in the public service, and receiv-
ing reasonable and proper remuneration
therein; and when those men have shown
themselves worthy of the position they
occupied even to the extent of laying
down their lives for their country, no
one but a desperate politician would ven-
ture to impugn. their conduct. It would
tax to its lima the robust imagination of
Sir Charles Tupper himself however to
place any one of his thirty-three relatives
in an equally fetorabie position before
the public.
1 11' UWY- F4• er ,Y!eelerf,
So the Conservative party, which by
the admission of its leaders was badly
demoralized in 1896, is now happy and
united. How then did it come about
that when "The Dauntless Three" -
Tupper, Foster and Macdonald -held
their meeting at Belleville last week iu
Sir Mackenzie Bowell's own home, that
the ex -Premier was not present ; that he
was not even referred to by any of the
speakers, either by Mr. Foster who lead
the cowardly conspiracy to assassinate
him politically in 1896, nor by Sir
Charles Tupper who was the direct bene-
ficiary and immediate successor to the
leadership. Of course Sir Mackenzie
and Mr. Foster have not spoken since
that memorable occasion, and it would
have been rather embarrassing to both
had they met on the same public plat-
form; nevertheless it is convincing eve,
deuce of the sweet unity which exists in
the Tory ranks :-and there is lots more
like it.

NOTES AND COMMENTS.
Slit WILFRID LAURIER stated Wednes-

declared a 2 -cent postage rate impossible.
With a 3 -cent rate they had a deficit of
$8000,000. With a 2 -cent rate Hon.
William Mulock expects in another year
to make receipts balance expenditures.
But for the introduction of the cheaper
rate of postage the department would
have produced a surplus last year and
this.

of meeting the accusation that the
National Policy is still doing business at
the old stand. Ho points out that white
the Conservatives were working the

increase business by thirty-five and a
