A Two-hour Council Session—Sherman will
Return—Proposed Change in Diunicutpal

Barber.
The July meeting of the town council
took place on Monday night. Councillor
Bell absent. Minutes read and passed.
A communication was read from J.
W. Balfour, Superintendent of Victoria
Hospital, London, stating that Ned
Sherman was able to walk around al-
though he complained of still suffering
some pain, and that he would be treated
further if council so desired. Mayor
Clegg thought the letter too indefinite,
as nothing was said of probable efficacy
-of proposed future treatment. • On.
motion of McKenzie--Chisholm—Super-
intendent will be instructed to discharge
Sherman at once.
Communications were read -and filed
from T. E. Chislop and W. Lucas, leark-
dale, in which R. P. Legate was recom-
mended as a business man. As usual
in swell references the terms were very
flattering.
The third communication was from
Ormsdy Graydon, City Engineer, Lou-
don, containing his report on the walk
laid by Chas, Barber north of the G. T.
R. tracks, The report stated iia short
that little or no tamping had been
done with the result that the concrete is
full of voids or spaces. Theft= surface
appears to have been made with gravel
not sand and is practically cori'hrete fend
not surface coat at all. The thin coats
that have scaled off is due to the frost..
The three inch foundation is very* bad
work and whoever was inspector did not

Dr. Irwin proposed that the band play to
series of open air concerts during the
present season ..for which the council
pay theta at the rate of ,$5. a concert.
Bills to be certified and ordered to be
paid at each regular meeting of the
council. Councillor Newton rose and.
said that be cousidered the proposition a
-very fair and busiuess-like one, inaoh as
he appreciated the benefit of having a
town band he dict not favor paying a
lump sunk. Ile then presented his motion
which was seconded by councillor Beat-
tie as follows: That the sum of $5 be
paid the band for each open air concert
given one night a week andprovided the
concert be satisfactory to council.
Councillor MoKeuzie objected. He
contended that many* found it hard
enough th pay for their bread without
supporting entertainments. He advised
that the band take collections and he
thought that a larger sung than ;1;5 could
be thus raised. A band should have
only voluntary support. •
Mayor Clegg put the motion to a vote
with, the following . results. Yeas:
Mayor Clegg, Chisholm, Newton, Beat-
tie; Nays: Holmes, McKenzie.

for house occupied by Ned Sherman, but
that council assume no further respon-
sibility.

Bilber, M. P. P. South Huron, had tali-
en in conuection with the bills he has
presented for the town before the local
legislature. Although he did not sup-
pose Mr. Eilber would accept any pay-
ment yet he thought that the least could
be done would be to tender hint a reso-
Intion of thanks. Accordingly the fol-
lowing was drafted by Councillor New-
ton seconded by Cotiacillor Chisholm:

this resolution be forwarded to hila.
A by-law was passed empowering the
