Having failed to attract much atten- tion by his two -act comedy entitled, "Tho Harrcrs of the Yukon; or, the 'Wicked Minister and the Poor Pros- pector," Sir Hibbert Tupper is now en- gaged in the publication of a serial story, through which it is intended to ran the same plot with such additional accessories as may be suggested. In other words the Opposition having failed entirely to create any impression in the country last session by their wild and un- supported charges of mal -administra- tion against the Interior Department, are now taking up the time of Parlia- ment which this late in the session the country certainly expects to have de- voted to public business, by introducing and discussing a series of resolutions dealing with the same old charges, and so far as is at present discicsed support- ing them with the same old "evidence," which is principally based upon anony- mous communications from unknown but apparently badly disgruntled ad- I/enterers, The Tehele affair was very %mall beer last session, and now that the cork has been out of the bottle before many months' longer it is likely to prove .Batter than ever. -rem WORK OF A BUSINESS GOVERNMENT. When the Liberal party came into power, Sir Wilfrid Laurier called to his Cabinet the best men that were obtain- able from all over the country, and so strikingly competent and well-equipped were they that the new Ministry became mown as "The Business Government." At various periods since then the Tories have affected to sneer at this, pointing to this or that unimportant matter which xtray not have developed just as com- pletely as was expected. But the busi- ness capacity and success of any man or body of men is measured by what they succeed in accomplishing and not by 'what they fail to do, and judged by this standard the Laurier Government has little to fear. Take one Department alone, and the one perhaps which is mostly in touch with the majority of the electorate, that is the Department of Agriculture. In the comparatively brief peried of less than four years, Hon. Mr. Fisher, a practical farmer of over twenty years experience, has done much. He has secured the abolition of the quaran- tine on Canadian cattle exported to the 'United States, with the result that in- stead of $50,000 worth of cattle exported in four and a half years while the quar- antine was operating, the trade has mounted to $3,000,000 in three years only since the quarantine has been abol- ished. The sheathing extends down to within eight inches of the track and completely houses the trucks. The spaces between the cars are also as com- pletely housed. The time made from Baltimore to Washington, a distance of 40 miles in 37 minutes, beiug two min- utes hotter than previous record. This first experiment was couductad under many unfavorable conditions, so the record may be considered as phenomenal. Great work has also been done in developing British markets for Cauadian farm produce with the result that new avennt's of trade are constantly opening up, and no better evidence of this could be asked for than the orders that have conte from the imperial gov- • ernment for horses, hay and other war supplies. BLSINESSS THAT IS BUSINESS. During the three fiscal years from 1896 to 1S99 under Liberal rule the for- eign trade increased by no less than eighty-two millions of dollars, whereas during the whole eighteen years when the Conservatives were in power the in- crease was only sixty-six millions. The increase under the Liberals was at the rate of twenty-seven millions per annum. Under the Conservatives it was only at the rate of three and three- quarter millions per annum. And the end is not yet by any means. Great though the increase was for the three years mentioned, the current fiscal year's trade operations will swell it very considerably. The returns for the eight months from July 1st, 1899, to February 28th, 1900, show that the total trade for that period to have amounted to $250,- 000,000. For the same period of the p?esent fiscal year which was the largest year prior thereto in the history of the country, the total trade was $215,000,000. This is an increase of $35,000,000 in eight months. The trade for the eight months of the current fiscal year is $11,000,000 greater than the total trade for the whole fiscal year 1895-6, which was the last year under Conservative adminis- tration. If the present rate of progress be maintained until the close of this $&cal year, the total trade for the year will be well over the $860,000,000 mark; the highest mark touched .during the Conservative administration was $247,- 000,000. In the Legislature, on Tuesday last, introduced his prohibition bill and explained its provisions. Itis said to be as drastic and as far-reaching as the powers of the Legislature will permit. Any person caught infringing the act will be subject to a fine of not less than $200 and not more than $1,000 for the first offence, and imprisonment of three months at hard labor', without the option of a fine for the second breach. The wholesalers and manufacturers will not: be materially affected, as they are protected by the Dominion laws of trade and commerce, but so far as that Province is concerned they will not derive one cont of revenue, except from liquor allowed to drug stores., Under the act they are prohibited from making sales of any kind in the Province except in the instancestated, but Will still have the power. to import or to manufacture for the trade outside the Province. They will, how- ever, be prohibited from giving free drinks or dispensing liquor by the bottle or flask to their friends. Another fea- ture of the act will be that no man eau import liquor by the bottle, flask, cask or any other way for his own private use. The members of the House of Com - MODS press gallery were given an op- portunity on Saturday last of seeing for themselves what the undaunted enter- prise and indefatigable energy of one man can do to develop Canada's natural resources and to increase her trade. Upon the invitation of Mr. J. R. Booth about thirty members of the gallery took a trip over the Arnprior and Parry Sound road to Depot Harbor, where Mr. Booth has established a hive of industry in the midst of the virgin forest. Not only has he built an elevator with a capacity of one and a quarter million bushels together with spacious ware- houses capable of handling thousands of tons of package freight together with coaling facilities and other adjuncts of a busy shipping port, but he has construct- ed a railway 263 miles long to connect that port with the sea board. The gen- eral result is that an unbroken chain of transportation facilities is established from Fort William, the gate -way of the granaries of the west and the ocean car- rier, through British Territories every mile of the way, and the partioular re- sult last season was that 14,000,000 bushels of grain. alone went to Montreal by way of Depot Harbor in Canadian ships and by Canadian railway which would otherwise have gone through American hands. The debt that the Dominion owes to men like R. Booth, who have not been afraid to risk their money and devote their energies to the development of Canada, is not easily es- timated, and it 1s exceedingly satisfac- tory to know that his enterprise and in- dustry have been rewarded with a liberal return of this world's goods.
