The Ottawa correspondent to the -
Teri/ate. Star has the following to say of
the Dominion member for East Huron: -
Dr. 1YEacdenalti of East Huron is a
veteran parlianwutarian. HO epealcs

the Maekenzie administration. Ho has
Watched rnauy political stare wax
and wane and has pursued the even
tenor of Ms way. Dr. Macdonald is not
a placeman. His highest ambition is to
servo his country well and to advise
sounaly. It is regeettable that owing to
the late hour at which he began, his
speech ou the transportation question
not ranch of it got into the newepapers,
although it stands a valuable respository
°of facts on the pages of Hansard, and
'will, no doubt, be used largely for •
editorial reference. Dr. Macdonald has
-collected a number of facts of the Mont -
Teal harbor improvements whicb go to
show the people of Western Ontario that
the government eolicy is of general ad-
vantage and that the benefit is not con-
fined to Montreal alone. It is character-
istic of Dr. Macdonald's accuracy that
he visited Moutreal, twice at least, when
he was getting his dato together. He
got his facts at first hand, which is a
practice that many a member of parlia-
en.ent Might emulate with good results.
Mr. Tarte, wire is pathmaster of this
transpomtion question, listened very at-
tentively to Dr. Macdonald's speech and.
applauded frequently. As long as Dr.
Macdonald represents East Huron in
parliament, the clecters of that riding
will not suffer for information on all the
leading public questions. The doctor
'• does net essay rhetorical flights, but
aims to convince the average elector in
a way experience has proved to be best
-he gives him hard, incontrovertible
facts to swallow.

. San Jose Scale problem.
The government has reached what is
believed to be a solution of the San Jose
scale problem. In future the measure's
to protect the fruit trees will. be prevent-
ive rather than destructive. A' system -‹*
of spraying is to be adopted and destruce •
tion to take place only when an impera-
tive necessity. The owner will in that
case be compensated only on condition
that he can prove he has previously -
sprayed pig trees. Wheit compensation
is necessary it owill bo more generous.
than in the past. Mr. Dryden thinks.
that the differences which have arisen.
have largely been due to insufficient
compensation. The value of an infected
tree would be estimated according • to.
the extent. of the disease therein, and
the owner compensated with 25 per
ciente of the sum so fixed. Mr. Dryden
maintains, however, that the legislation
did good; as the pest had gotten into one
or two nurseries, and but for the legis-
lation adopted the orchards of the whole -
province would have been eaten up. A
deputation of the , Fruit Growers'
Association, comprising Dr. jamesMills,
of Guelph; John Dearness, of London;.
W. F. Bunting, of St. Catharines; G. E.
Fisher, Freeman; Prof. Lochhead,
Guelph; W. M. Orr, Fruitland; R..
Thompson, St. Catharines; E. W..
Smith and 0. R. Pettit, Winona; Joseph
Tweedie, Stoney Creek, and E. Morris,,
Fonthill, recommended annual spraying.
in April with Owen's whale oil soap or
raw fruit petroleum. Such a course
would save any tree, although its.
vitality might be impaired by the kale.
The government it is understood, has
already spent $27,000 int connection with
the pest.
