Referring to the petition from the alnited counties of Stormont, Dundas and Glengarry, in reference to asking the Loeal Legislature for amendments to assessment re manner of assessing telephone and telegraph lines, contra: - 'tors' plants, &o., we recommend, it practicable,that action be taken along the lines outlined in petition, and that the Warden and Clerk sign the same. Regarding a petition from the same source, as to removal of foes imposed by Regulation No. 53 of the Education De- partment, we recommend that no action lie taken, as the burden complained of 'would ouly be shifted to other shoulders. ROAD AND BRIDGE COMMITTEE. In reference to' the petition from the 'Clerk of the county of York, asking his Council to seed delegates -to the meeting to be held in Toronto, on the 12th and 18th days of this month, recommend no ;action. Regarding the bridge between the townships of Morris and East Wawanosh, over the Maitland river, nnentioned in the report of the Commis- sioner, we recommend that the Commis- sioner ask for tenders, and have such here by the next meeting of Council In asldng for tenders for the abutments for bridges, the Commissioner ask for both rabble and fine concrete. The amount expended since last report is $5342.97. REPORT OF EDUCATION COMMITTEE. COUNTY PROPERTY REPORT. The committee reported as follows: That we visited the gaol and found +everything in first-class form, and the slumber of prisoners agreeing with gaoler's report. We recommend that ;report be printed in the minutes. We further report that the gaoler has ?utilized prison labor in levelling the ward at gaol, and recommend the County Commissioner have suitable guards erected to prevent teams driving, on the same. Re the request of acting registrar for electric light in registry office, your committee inquired. as 'to ;cost of installing said light would be which will amount to the sum of $27.25; 'we therefore recommend that said light be installed at once, -ruler the direction of Messrs: ;dolt and Lane. Regarding sconnnunieation of gaoler, re building of residence at gaol, your committee re- tComm.end no action. A great deal of repelling has been done to the old bridges :uxd approaches, and they ase now in a good state of repair for this $ aSQlof the car, but willrequire some protection Made for the spring freshets. All the iron and steel bridges have beon painted with tho best of material, those ou the coauuy boundaries also, eaeh county paying one-half of the cost. Bridge lumber has been scarce in the county this summer, and it will be necessary to provide a considerable quantity this winter for the next season. The old bridge situated south of Wing - ham, ou the boundary line between Mor- ris and East Wawanosh, one of the prairie bridges over the Maitland, is eery unsafe and may be oasried away by the spring freshet. I would recommend to have it replaced by a steel bridge, on concrete abutments, ono span,. about 100 feet, with, 16 feet roadway. In reference to the communication of the Prisoners' Aid Association, in refer- ence to a memorial, askingthe Provincial Government to Teske a grant of public. money for the purpose of enabling gen- eral hospitals to make provision for the scientific treatment of paupers and inebriates, the committee recommend that the Warden and Clerk sign the memorial mfbehalf of the Council, in favor of such grant being made. In re- ference to the communications as to the maintenance of one George Letson, in the R. C. Industrial school, at Toronto, as the Goderich Police Magistrate has fixed the liability for maintenace on the county of Bruce, that no action be taken. We recommend that the tender of F. B. Holmes, for coal, be accepted, and that of A, J. Goldthorpe, for wood. As to the applications of Messrs, Plumstell and Deachman, for nomination as Agricul- tural College students, the committee recommends that no action be taken, as B. C. Gilpin was nominated at the June, session. The committee recommeuds a grant of.$25 to Thos.
