EDITORIAL NOTES.
Er Miekllessex Conservatives will
meet at London on December 23 to
=initiate a candidate for the Legislature
in place of the late T. D. Hodgens.
Tem Garrow-Beck election case came
up for hearing at Toronto yesterday,
'We have learned. just before going to
Tress that the Judges have given their
'decision, unseating Mr. Garrow.
FILL returns from Dauphin, Man.,
give Mr. Burrows, Liberal, 425 majority.
tn Gituli, Mr.Baldwinson, Conservative,
is elected. by eight of a majority. This
will leave 22 Conservatives, 17 Liberals
and 1 Independent elected to the Mani-
toba Legislature.
TUB annual meeting of the West
Huron Conservative association will be
held at Smith's Hill on Wednesday,
December 27th, commencing at 1.80 p.1
me, for the election of officers and such
other business as may be brought before
the meeting.
So much has been. written in the press
of late, and spouted from the platform,
in regard to political corruption, that it
has set the political statistician, -the man
-who has a nose for figures and per eent-
ages, to work, and he has figured it
out that lied as the Liberals are in that
regard they are not half as bad as the
Conservatives. The per centage of Lib-
erals unseated - by the courts was 5.55
and of Conservatives 9.05, or one Liberal
out of every eighteen elected, and one
Conservative out of every ten. While,
therefore, neither party has much. to
blow about, the Liberals have certainly
a cleaner record than their opponents.
On, the whole, however, this row over
political corruption will do good.. If it
stamp out the professional heeler of
both parties all good citizens will rejoice.
TOWN COUNCIL.
The Town Council met as per statute
on Friday evening of last week. Wiwi-
bers present—Mayor Clegg and Council -
kits McKenzie, Hanson and Golley, The
=buttes of last meeting were read and
approved. .
, A communication was read from
Margaret Tmlay, asking that her taxes
be refunded.
Golley—Hanson—That Mrs. Imlay's
taxes be refunded—Carried.
statement was read from The T.
Bell & Son Mfg Co., showing that their
total taxes were $313.28; they had paid
taxes less $30.04 for local improvement,
which they refused to pay, as the side-
walks opposite their premises were not
in proper repair—Statement ordered to
be filed,
A communication was read from S.
Youhill, assessor, showing that he had
-made an error in j. D. Long's assess -
meat and he thought the council should
ivfand $8 of Mr. Long's taxes.
Hanson—McKenzie—That $8 be re-
ftmded to J.D. Long on account of error
in assessment—Carried.

Yearn's or IY/r. Davis' companies would
accent the risk on the hall at the old
rate. The Clerk had pineal $1000 in -

the $100 and the rate asked is $1,55 on
the $100. •

GEN. BULLER MEETS DEFEAT
AT COLENSO.
Canada. Will Send Artillery and Cavalry.
Gen, Buller met with a serious defeat
at Coleus() on Friday morning, The
battle opened brightly for the British,
who carried Coleuso station and some
houses near the ruined railway bridge.
The British guns, twelve belonging to
the field artillery, and six naval 12 -
pounders, 'Were brought too clase to the
Coming -within the zone of the
Boers' rifle fire, all the horses and many
gunners were shot clown. The result
was that one gun was destroyed by the
Boers' shell Ere, and ten were abandon. -
ed. The British then withdrew, retiring
to Chieveley, not far fronx. Colenso. A
flenlr attack made by the. Boers was de-
feated. The British, losses were heavy.
Gen, Buller's official despatch to Lord
Lansdowne is a plain statement of the
attempt to cross the Tugela River,
which failed. The artillery got close te
the river, when suddenly they found
that the river was full of the enemy,
who poured a galling fire into them at
close range..All the Britishhorses were
killed. After this mishap Gen. Buller
says he would not allow another attempt
to force the river, because, unsuppotted
by artillery, the men would be a shell
mark, and the sacrifice of life would be
too great, The troops withdrew in good
order. The loss to Gen,•Hart's, brigade
was severe, the Connaught 'Rangers
being the leading battalion. The 14th
and 66th Batteries suffered severe losses.
BRITAIN'S LOSS SO FAR.
The price paid by Britain in battling
with the Boers so far about 6,000 men in
killed, wounded and taken prisoners,
The Boer losses are not obtainable.
ANOTHER 1000 keel:
Britain has accepted Canada's second
offer and it cli.d not take Sir Wilfrid
Laurier and his cabinet five minutes to
decide and wire Chamberlin that the
men would be ready at once. The dom.-
position of the force will be probably as
(1)—"A" and "B'i batteries of the
permanent eorps. Their peace strength
is 230 combined, but the full• strength is
over 800, and they will be brought up to
that. They will take 12 guns.
(2)A force of 800 or more eavalry or
mounted infantry, made tip front the
NorthwestMounted Pollee and. the Royal
Canadian Regiment of cavalry.
(3)—A batallion of infantry, probably
500 strong. This will be made up of
volunters.

men of the Canadian Militia.
The eoSt of transporting the second
contingent will be about 040,000. Two
troopships are needed to carry the 12
field g•uns, 8 wagons, 040 horses and

The number of complete revolutions
Inade by either pedal iu that number
of seconds shows the rate of miles per
hour. Example: If your gear is 84,
then 84 multiplied by 10 divided by 56,
equals 15; if either pedal makes 20 re-
volutions in 15 seconds you are riding
at the rate of 20 miles to the hour. If
the gear is 67.2, then 67.2 multiplied
by 10, divided by 50,- equals 12, and '20
'revelations made in 12 seconds eattals
20 miles to the hour.
