and will be effective "at the December
meeting.
Changes were made in the procedures of
electing a warden, reducing the number of
standing committees from seven to three,
:and changing the date of council sessions
from the second Tuesday of every month to
the second Thursday of every month.
The original recommendation from the
committee regarding the election of the
warden was deleted from the list of
recommendations. The recommendations
turned down stated the council meet
in comniitfie at I P:ro. on the day of the
Warden'st election for the purpose of
choosing and recommending by secret ballet
a warden for the coming year. who is to be
elected at the inaugural session at 2:30 p.m.
the same day..
Reeve Glynn Coughlin of Elma Township
' said lie Was confitSed— about the word
committee; the recommendation for the
election of the warden. He said the meeting
should be open to the media.
Clerk-treasurer Jim Bell said in talking to
other county officials, some had the meeting
without the media present And others had
the meeting open-. He said whether the
meeting was open to the media or not, no
minutes would be taken and, there would be
no report of the meeting.
Once the ammen_dment, requesting the
deletion of the paragraph on the election of
the warden, was turned down, council
majority voted in favor of the three
• committee system and the changing of the
date of county council.
Presently county council has seven
committees, finance, exectuive and pro-
perty, Perth area joint study-, legislative and
education and public relations, area [Ann,
ning, agriculture,- social services, and road.
-These—would be integrated into three
committees as follows: administrative would
include finance, executive and property.
Perth area joint study, legislative and
education and public relations; community
services would include area planning, agri-
culture, and social services; and the rod
coriiirtiifee wiiiiTd continue as it is piesently.
The Municipal Act states the road commute
either of the two major committees..
Reeve Carl. Vock of Logan Township said
he anticipated problems, with the new
committee system. He said with the multiple
voting system. that as an example, if the.
Listowel Reeve who has four votes (the most
on county council)) was on a committee and
voted in favor of the committee's decision
along with the rest of the committee, the
council as a whole could not turn the
recommendation down.
"The rest of us may as well stay home,"
said Reeve Vock.
IMBERSTAlvit
He said there may be one committee,
ruling and county council could become a
„.••
tubber stamp. He added that he is not
saying it will happened', but that it could and
it could on "hot" issues.
Reeve Fred Knechtel of Ellice Township
said even with the multiple vote system
there was no way seven members can run
council. Reeve Vock said that at least the
.present system protected council from that
happening.
After the amendment and the .motion Was
carried. Reeve Coghlin introduced another
motion, accepting the paragraph regarding
the election of the warden, with • the
addition the press be present in the ballot
mom. This motion was carried.
The recommendations of the special
-purpose committee included all members
holding present terms of office to outside
boards and commissions remain in force for
the coming year. Also the warden shall be
one-year member to the Spruce Lodge Board
of Management and the Perth District
Health Unit board.. This is unchanged.
Reeve Coghlin approved this method
