sudden, with the introduction of a federal bill which Weeltl
permit the expropriation of a corridor through Quebec,
allowing Newfoundland to sell its Churchill Falls power
directly to the northern- United States, Mr. Peckford has
determined there are flaws in the QuebeCpremier's vision
of Canada. That of Mr. Trudeau and Mr. Lalonde have
gained in appeal.
In his turn, Mr. Levesque remains steadfastly opposed
to the Trudeau version of federalism, and has user the
proposed bill as another example of the central
government's attempt to usurri provincial power. He is
angered by Mr. Peckford's change of -heart. and chastised
him by refusing to attend -the conference between eastern
premiers and officials from the northeastern States.
it is quite conceivable that the falling out between the
two provincial leaders will weaken the provinces' position
in its constitutional battle with the federal government. A
central argument they have used in their fight is that the
push for patriation is simply a power grab by the central
government. But what has happened here? And it is not
only...Newfoundland which seems to be out for itself. A
little history is in order.
In a classic case of bargaining ineptitude and
- shortsightedness, Newfoundland has a deal with Quebec
whereby it "must sell Quebec the•eattivalent of 55 million
barrels of oil every, year for the next 65 years for the
princely sum of 51.80 a barrel and by the time the contract
runs out in 2041, the price will have dropped even lower to
$1.50 a barrel - an arrangement which now • costs
Newfoundland $500 million a year in lost revenues. "notes
a recent report in Atlantic InsOt.
