Bowman said the `board
has gone for years without an
advertising policy.
"Anything out of the ord-
inary such as the ad in
question was brought before
the board, and discussed by
the board and passed by the
board. That is why , at this
point in time I don't see the
necessity for a policy." he
said.•
Trustee D.H. Ward also
supported the ad. He said
that since salaries are the
board's largest single ex-
penditure. the . public should ,
-be made aware of where tax
dollars are going.
Mr. Kelly said he did not
dispute the facts .present , in
the ad. But. "I think a final
draft of what was to go into
the-paper was not passed by
the board." he said.,
Trustee Twila Reed said
many people are surprised to
see the ad in the papers. She
agreed with 'the accuracy of
the facts' presented in ,t he' ad-
Bin. many people she 'talked
to felt the issue had, been.
adequately covered by the
media, she said.
—The contents weft. dis.
cussed. Bin the fin4 insert
into the paper was not pass-
ed by the whole boardd. This
is why I suggest specific
policies that zero in on that
particular problem." Mr.
Kelly said,
The board received a letter
