afternoon -- 12 years after the
bridge was 'originally planned.
`Reeve Carl Vock said plans to
build the bridge were first
announced in 1964, and initial
surveying had been done, when
plans were postponed in 1966.
ConstructionOn the new bridge
finally began laSt August and was
completed on November 1, when
the bridge re-opened for traffic.
Reeve Vock said the 84 foot
clear span Over the north branch
of the Thames River cost $125,000
instead of the $131,000 which had
been estimatedfor construction-of
the new span. -
Reeve Vock said t, in going
through an old 1879 PortiCCOuntY
atlas, he discovered land on the
east and west of Lot 17; adjacent
to the bridge, had been owned by
two members of the 'Hill family,
so he assumed this is where the
bridge -got its name.
Hill Bridge is the last bridge in
Logan township which was slated
for replacement..
Ken Dunn, of Ross. and
Associate Ltd., the engineering.
firm responsible for designing the
bridge, said 'the new •bridge
-contains 324- yards-`of concrete
and 19 tons of reinforcing steel.
The bridge was officially
opened by M.P.P. Hugh
Edighoffer and a plaque was
unveiled by Sam Acheson, road
superintendent. "
The bridge was constructed by
Lcxiby Builders Ltd. of Dublin. '

Technology should not be used
as a scapegoat 'for sociological
problerns,. according to David
Murray,orie of four.Members of a
panel' on the effect of technology
on human values presented-at the
annual meeting of the Rural
Learning ASsociation.,
Technological innovations have
given society more freedom of
choice, but society's inability
adapt , as quickly as modern
technology develops has created
problems, he said.
Lorenzo; Big Canoe, Georgina ,
Island, contrasted modern
society, a product of technological
innovation, with what he knew as
a boy on the reserve. In that rural
community'. the things people
needed were supplied by nature..
Chief Big Canoe concluded that the
religious beliefs indigenous to the
native way of life will ultimately.

Panel member Tony McQuail,
who farms near Luck now, pointed
out that while technology is the ,
result of iminan activity, and thus •
is directed to human goals, these
goals may sometimes' be
destructive.. kle warned new

technologks must be analyzed
before they are developed. Once
introduced, they will be used;
then it is too late to decide
whether they would be prudent in
, terms' of human values.
A major challenge, according to
Brian CrawleY, is how to balance
technologies and human „values.
RLA's _mandate and responsibi-
lity, "he said,' is to help people
understand their own choices.
Individual RLA members and
representatives of marketing
boards and other organizations
supporting RLA heard reports of
*the year's programs, which
included a 'provincial seminar gn
effective leadership ' for
community and marketing organ-
izations, a seminar on marketing
board pricing, and a number of
folk sehools, including six for
Indian people.
The move of the RLA office last
summer from downtown. Toronto
to Hastings, in Northumberland
county, has resulted in some cost
savings,- the meeting was told,
with no loss of efficiency.

Virginia Hunter, Hamilton, vice-
president.. • The two executive
members ' elected were Brian
Crawley, R. R. ,#6, Guelph, and

Almonte. Also elected were five",
'directors, Beula Cooke, R. R. #1,
Oxford Mills; Jim Johnstone,
Alliston; Patsy Pawis, Thunder
Bay; 'Eva-Jane Pegahmagabow,
Parry Sound, and Shirley Vincent,
R,. R. #8 Bloomfield.
Local area people attending the
meeting were Charlie Thomas
from Brussels an AdrianVos from
Blyth.
While the Rural ..Learning
Association was formed originally
by people living in rural
communities or. working with
farm-oriented groups, member-
ship is not restricted to these
areas. Many urban residents and
such urban-based groups as the
Consumers Association of Canada,
take part in RLA programs and
activities.
