'i BITING from liartney, Manitoba,
to a friend in town, Mr. George
I'ettypiece, a well-known Conserva-
tive, while in Ontario :way, : "Not-
withstanding our cold winters we
are going to have a gr( at country in
the Province of Manitoba. We have
i
now the Ilan. Clifford Sifton Mini-
ster of the Interior, to represent us
which I think will be a great help
to this province, he knowing the re-
quirements of this country 20 welt
and his ability no one can dispute
although he is a grit. Isle foughh our
battles manfully and succeeded in
settling that vexed question in which
one own political friends tried to
force upon us an objeetional system
of education. We in this country
are well pleased with the change of
Government. Tnpper and Bowell
made a great mistake and it serves
there right to get left."
®win OTTAWA LETTEL.
Ottawa,Dec. 7th.
If they are honest, and I believe
they are, the . present Government
will show a very material reduction,
in running every department at Ot-
tawa. In the administration of jus-
tice in legal expenses, it isaespected a
saving of at least $50.000 a year
will be affected. O'Connor and Hogg
—does the name sound familiar?—
will no longer draw their eighteen
thousand a year for legal purposes
from a charitable government. No
more soft snaps like that ! It will
Probably
be root hog or clic.'
one of the most commendable acts
of the Government, considering the
pressure they bad to resist, is .their
determination to have thelithograplh-
ing done in the government printing
-Bureau, and for which a large sum
was annually paid out by the late
Government. During the past two
years over one million dollaas has
been spent for printing and litho-
graphing, b.,yond what was paid out
at the printing Bureau. The Bank
Note Company.. received 1520,986.
George Cox ex•president of the Con-
servative Association have receiyecl
$22.019. 14iortinier .(C. Co. recei'ed
$48.973. Sabiistilte & Co. received
$29. SO2. Thais 'is . only a partial
account of the, money that has
been paid out by • the gov-
ernment in five years for lithograph-
ing and engraving. There has been
a scramble ever since the change of
government to see who would be
the lucky one to get this,,;york ' for
there is a big profit in it. One film
offered a friend of mine ten percent
if he could and would pull the poli-
tical wires to get for that firm . the
contract for lithographing. But the
government I am informed, by a
member of the cabinet, is determin-
ed to save that profit to the country
and will have the work done at
the Government Printing Bureau
and in this transaction alone it is
estimated that at least a saving of
$40,000 per annum can be affected.
To the extent of the amount thus
saved, the gov lent will b able
to so much further-"£axation.
• We are assures dent undzr•the new
government there will be no farm-
ing out of lithographing and print-
ing to secure the support and infiu.
enno of a fele favored political
lends or to buy up the good -will
of1-10 or three newspapers, as was
doteiy their predecesors. Educate
them for the farm,
I would like to interest you in the
question, of a more practi,m1 educa-
tion, for the children of our farmers.
The fact cannot be ignored that the
backbone of Canada is its farming
population. Over 45 percent of the
total population of the country make
their living out of the land. Could
there be a Mere honorable occupa.
tion or calling'? No. There Is eer
tainly not a more,j;lepe;ent class
in our Chramun1ty. If the farmer is
suecessful ; if his crops are good,.
and if he is a good's,:riee for his
products, rest of country

is largely regulate& Any education
that may tend to his advancement
and national prosperity, is a national
benefit. In view of this feet and the
important part our farmers play in
the make up of our population, i,
not reasonable to ask whether a little
more zatteution might not advantage-
ously be given ta- our schools to ill•
streeting the sons and deaughter, of
our farmers, ill training them with
the object in view of better qualify-
ing them to take their position on
the farm, when their school days are
over. Science
is daily a
developing
new and improved methods in man-
aging the farm, as well as in all
other voeations of life. Aild while
the knowledge he would gain at the
public school would be •theoretfeal,
that knowledge would be. turned to
practieafecount when the scholar
left school to help his parents on the
farm. The idea, to me,
seems feas-
ible
and easy of solution. The
g•hvernment at a great expenditure
established the experimental farm to
educate the farmer and to point ont
to hint bow he could reap the great-
est profit out of his farm. Is there
not much of this knowledge which
might be imparted to the ehild and
be made part of the education of the
children of the farmer when at
school. It is Worth considering.
SINECURES.
There have been many positions
created by the late government fo:'
their political friends which are sine-
cures, positions carrying no duties
except to draw their salaries. Such
was the position created for Lt.»Cot.
Grey of Toronto who held the title
of Inspector of Military stores,
carrying' with it a salary .of $1200 a
year, and allowances. During the
two year she held the position, Col.
Grey made one inspection.. ei3ut Col.
Grey is no louger inspector,r7or is he
a pensioner of the'ratepayers of Can-
ada. Dr. Borden, the iieav:• Minister
of the Militia, inspected the inspector
and his oMetal head has fallen in the
basket. He has been dismissed, not
not one political grounds but simply
because he was one of the army* of
oiflieials the late government bad
saddled upon you with noth-
ing to do. I dou.bt if there is a
Tory newspaper or a Tory politician
who will dare attack Dr. Horden for
what he has done.
THE PI7.1✓3IIE FOR L''NGLk•'-M
There is a possibility of Mr. Laur-
ier going to England before parlia-
ment meets; it may be this month.
There are two matters of state in
connection with which the new gov-
ernmeat wish to talk with the new
Premier.. It is however next to Im-
possible for him to leave Ottawa at
present, and the demand ,for his pre-
sence at London this winter is very
urgent to induce him to leave his
post here for some n. ontbs to come
Work at the capital requires his close
attention, preparing for the coming
session. It promises to be a lengthy
and a stormy one, and the opposition
will try and put up a big, fight.
While there isnot much to fear from
that quarter, they will certainly not
allow the government to have mat-
ters all their own way. There is
the Franchise Rill to prepare; the
Civil Service and Superannuation
bills to get ready; the Tarriff to
frame with a score of side issues that
will go far to make up a pretty for-
midable bill -of -faro.

Ruined Temples In Africa.
Ruined temples are stated by M".
Robert M. W. Swain, an English
anthropoloigst, to be so numerous in
Masholialand that one might safely
undertake to find a hundred within
ten miles of Salisbury, while the
number in the entire country between
Zambesi and Limpopo Rrvers must
be enormous. These remains of the
people who built Zimbabwe take
the form of arcs, if not complete
circles, One of the temples visited
—about 800 years east of the Lundi
Inver --is 159 feet 61 inches in
circumference, and the foundation
diverges only a few inches from a
true circle. It is of smoll, rectang-
ular, natural -shaped blocks of gran-
ite, laid in every regular level courses
Iii t1 finely bailt double wall The
two doorways are 50 feet 8?; inches
apart. One of them forms, with the
center of the temple, a north and
south line, so that it is supposed that
the wall between the two doors was
intended to faee the sun at the
summer solstice. It is suggested
that these remarkable struetures
were not temples in the ordinary
sense, but simply religious symbols.

Liquor Act Amendments..
It is stated that the late Hon. Wm
Balfour. of Amherstbitrg, had draft-
ed a number of amendments to the
Liquor License Act, which. he had
submitted to the other Ontario
Ministers, and w
filch had obtained
their approval. The draft, it is said,
has been completed by Hon. Richard
Harcount, the Provincial Treasurer.
*These amendments have not been
contemplated by the temperance
people, but were to be submitted to
their deputation, as well as to that
of the licensed victuallers, who were
also to have a petitioned the Cabinet.
Among the proposed amendments
i3
One which restricts thenumber mb i of
licenses to one to every 1,500 of the
population, whieh would eat down
the number of 'Lensed hotels one
half in most places. It is also said
to have been proposed to shut down
saloons altogether, and to grant no
shop licenses. Ile Ontario Gov-
ernment, it is claimed, will introduce
legislation at the next session, put-
ting these new regulations into effect.

Which causes untold suffering. Rheu-

It cannot be cured by liniments or
other outward applications. Hood's

the cause of rheumatism and perman-
ently cures this disease. This is the
testimony of thousands of people who
once suffered the pains of rheumatism
but who bave actually been cured by
taking Hood's Ssrsaparilla. Its groat
power to act Upon the blood and remove
every impurity is the sedret of the
wonderful cures by Rood's Sarsaparilla.
